At the regional level, the R-CDTA supports: (a) training and knowledge sharing activities on M&E and impact evaluation at the center of excellence in the People's Republic of China Ministry of Finance's Asia-Pacific Finance and Development Institute (AFDI), in Shanghai; (b) Regional Knowledge Synthesis Workshop; and (c) Hub training on preparing project completion reports/TA completion reports (PCRs/TCRs).

Description

The proposed R-CDTA supports IED's ECD in selected countries in the Asia-Pacific Region, including the countries in the Greater Mekong Subregion (GMS) and the Central Asia Regional Economic Cooperation (CAREC) program, through regional and country-level activities on strengthening monitoring and evaluation (M&E) capacity. At the country level, the R-CDTA supports (a) on-the-job training (OJT) of DMC officials at IED on preparing evaluation reports and studies; (b) in country training on evaluation techniques for government officials engaged in M&E; and (iii) stocktake and study of M&E systems in selected countries.

The R-CDTA will be implemented over a two year period (March 2016 to April 2018)

Project Rationale and Linkage to Country/Regional Strategy

The proposed R-CDTA responds to ADB Strategy 2020's emphasis on regional integration as one of the three strategic agendas; and good governance and capacity development, knowledge solutions, and partnerships as drivers of change. It supports the CAREC and GMS subregional cooperation programs, promotes good governance through strengthening results-based M&E system and its role in public sector management, and encourages partnerships on M&E among practitioners and knowledge providers, such as AFDI, CLEAR, and other international M&E organizations.

CAREC and GMS countries will benefit from this R-CDTA; while the Pacific, South Asia, and Southeast Asia (non-GMS) countries will be provided with similar ECD support through cofinanced technical assistance from ADB TASF. The value add of the R-CDTA is that it will consolidate and sustain the gains within the Asia-Pacific region of the more established PRC center of excellence in AFDI under PRCF support; and, promote and develop new centers of excellence in Sri Lanka, Bangladesh (BRAC University), University of South Pacific, Fiji, and Honolulu, Hawaii (for Northern Pacific countries) under the TASF. Other value addition of the R-CDTA are developing course materials on development evaluation in the centers of excellence for use of DMC officials; creation and dissemination of knowledge products as platform for cross learning; and DMC officials trained on evaluation enabling them to foster network of trained evaluation professionals as knowledge support in the practice of development evaluation.
