Description The technical assistance (TA) aims to improve the implementation performance of all ongoing projects and capacity development of executing agencies to improve readiness of future loan and grant projects in the Pacific. The TA also complements PARD's Project Improvement Action Plan (PIAP) by providing advisory and capacity building support to counterpart agencies responsible for project implementation activities in the Pacific
Project Rationale and Linkage to Country/Regional Strategy The technical assistance (TA) is consistent with the ADB Pacific Approach 2010-2014 and the Interim Pacific Approach, 2015, and will support the monitoring of key portfolio performance indicators. The TA builds on the 10-point action plan for procurement reform to improve procurement performance by reducing procurement time, increasing administrative efficiency, and improving project delivery while maintaining sound fiduciary oversight. The TA will also contribute to implementation of the ADB plan for enhancing its effectiveness in fragile and conflict-affected situations, which focuses on supporting state-building and long-term institutional capacity development in fragile countries.

Status of Implementation Progress (Outputs, Activities, and Issues)

The technical assistance (TA) implementation is progressing well. Under output (1), PPST was established in July 2016. To date, PPST has organized (i) twelve (12) workshops on project implementation and improving procurement and contract management for Cook Islands (COO), Fiji (FIJ), Federated States of Micronesia (FSM), Nauru (NAU), Papua New Guinea (PNG), Samoa (SAM), Solomon Islands (SOL), Marshall Islands (RMI), Tonga (TON), Tuvalu (TUV), and Vanuatu (VAN) which were well-attended by over 217 participants from PDMCs; and (ii) five (8) workshops on social safeguards and advanced environmental safeguards held in Suva, FIJ; Port Moresby, PNG; Apia, SAM; Honiara, SOL; and Port Vila, VAN with 168 participants.

Under Output (ii), the TA is supporting on-the-job problem solving and training to address project-specific issues in SOL as well as helping to resolve complex procurement matters in FIJ, PNG, and VAN. Under Output (iii), the TA financed SOL and PNG country portfolio review meetings. The TA also supported participants attendance to CTLAs Client Portal Disbursement system roll-out training in Nauru, SAM, SOL, Timor-Leste, and VAN.

Under Output (iv), a working group comprising OGC, PPFD, and PARD staff has been established to develop a one consultant for one project approach.

Consulting Services The technical assistance (TA) recruited individual international experts to form the PPST. The specialists include (i) a PMPS, (ii) procurement specialist, (iii) social safeguard specialist, (iv) environmental safeguard specialist, (v) financial management specialists; The TA also engaged a (vi) procurement-focused legal expert. For consultants (ii), (iii), (iv), and (v), two or more consultants, either of both international and national, are retained to be flexibly and timely fielded to project sites for on-the-job problem solving and training on a flexible and timely basis. A total of about 151 person-months of international consultants and 61 person-months of national consultants are mobilized. All specialists are recruited individually and engaged under long term time-based contract.
Procurement ADB is the executing agency responsible for coordination, supervision, and implementation of all TA activities. PARD headquarters project administration unit (PAU) is the focal point for the R-CDTA, working closely with PFP2, OGC, CTLA, SPD, PARD resident mission PAUs, and executing and implementing agencies in the Pacific. Project Management/Procurement Specialist (PMPS) is organizing capacity building programs and monitoring the design and implementation status of PARD loan and grant projects, identifying capacity building needs and projects that require assistance from the R-CDTA, and engaging specialists necessary to provide and on-the-job training to executing agencies.
