Description The proposed knowledge and support technical assistance (TA) will support development of strategies for short term and medium to long-term capacity building of developing member countries (DMCs) in the Pacific region. Project Rationale and Linkage to Country/Regional Strategy Implementing projects in the Pacific is challenging as most Pacific island countries are in a fragile and conflict-affected situation. The government agencies need strong support to build their implementation capacity, particularly in planning, preparation, procurement, contract management, FM, social and environmental safeguards, project management, and asset management. The lack of institutionalization of continuous capacity building within the government is resulting in very few opportunities for government staff to develop their skills, and they are largely dependent on the ad-hoc trainings provided by the donor agencies. Despite various capacity building measures for DMCs in the past, the common risk identified during project processing is lack of capacities of the EAs and IAs. This situation demands innovative approaches for sustainable capacity building. Strengthening governance and institutional capacity is one of the seven operational priorities of ADB's Strategy 2030 (footnote 1). ADB is seen as a knowledge institution and clients often turn to ADB for high standards in project design and implementation. These high standards need to be complemented with DMCs' enhanced ability to strengthen institutional capacity and improve the functional standards of various organizations in the DMC.
