Tuvalu: Increasing Access to Renewable Energy Project
The project, ADB's first in Tuvalu's energy sector, will help the government (i) transform the Funafuti and outer island power systems from manual, diesel-based power systems into modern, automated, power systems based on a high level of renewable energy; improve the quality, reliability, and climate resilience of service; reduce reliance on imported fuels for power generation; and reduce the cost of generation by partially replacing diesel power with solar power. The project is expected to displace 6.7 million liters of diesel fuel and avoid 17,800 tons of carbon dioxide equivalent (CO2e) in greenhouse gas emissions over its lifetime.

Project Rationale and Linkage to Country/Regional Strategy | The impact of the project is aligned with utilization of renewable energy increased and greenhouse gas emissions in the power subsector in Tuvalu reduced (Intended Nationally Determined Contributions, 2015). Its outcome is increased generation and utilization of reliable and clean energy from renewable energy in Tuvalu. The project has three outputs: (i) solar photovoltaic system installed on three outer islands; (ii) solar photovoltaic and battery energy storage system installed on Funafuti; and (iii) Institutional capacity for inclusive renewable energy project development and implementation enhanced. | ||||

Progress Toward Outcome | Q2 2021: The turnkey contract is about to be signed by August 2021. PMU consultants will no longer be hired under the grant due to increase in the amount of the turnkey contract. The project manager (ongoing recruitment, target is August 2021)and the accountant (onboard, July 2021) will be charged under the ADB RETA and the Government of Tuvalu will tap their safeguards and gender specialists under the CPMO to handle these tasks for IAREP. Q3 2021: Turnkey contract and CSC contract have been awarded. Two PMU consultants are on board, ongoing recruitment of three PMU consultants. Q4 2021: Turnkey contract and CSC contract have been awarded. Four PMU consultants are on board (two are women), ongoing recruitment of one national consultant (Environment).
