Project Rationale and Linkage to Country/Regional Strategy The S-PPTA will help prepare the project to support GITLs pipeline construction requirements. The S-PPTAs outputs will be due diligence on financial management, financial and economic analysis, technical analysis, and safeguards (environment, involuntary resettlement, and indigenous peoples). ADB intends to hire consultants as soon as possible, and conduct another mission to finalize the project/program concept for ADBs concept paper approval process, followed by further due diligence.

Business Opportunities
Consulting Services Four international consultants for 8.5 person-months and one national consultant for 2 person-months will be recruited. ADB will engage the consultants on an individual basis in accordance with its Guidelines on the Use of Consultants (2015, as amended from time to time), and other arrangements satisfactory to ADB for engaging individual consultants. Disbursements under the S-PPTA will be made in accordance with ADB's Technical Assistance Disbursement Handbook (2015, as amended from time to time). The consultants will prepare inception, draft final, and final reports. Outline terms of reference are given in Attachment 1. Lump-sum payments/output-based contracts will be considered for consulting services under the TA.
