Project Rationale and Linkage to Country/Regional Strategy The Government of the Republic of the Union of Myanmar has requested the Asian Development Bank to provide a project preparatory technical assistance to conduct due diligence and prepare the relevant project documents in accordance with ADB's requirements for a Power Network Development Project for approval by ADB and the government.

During Project Design Analyses will be conducted for the following: participation and empowerment; social impacts assessment; employment opportunities; gender issues and Gender Action Plan; ethnic minority issues, if applicable; consultations with project affected peoples, project beneficiaries, stakeholders, civil society organizations to identify issues, propose measures for addressing them through consultations; conduct specific conflict- sensitive consultations in all relevant project areas.
During Project Implementation It is envisioned that during the PPTA stage, the consultation and participation process will involve a stakeholder analysis followed by subsequent consultations with various groups. It is planned to conduct consultations at the household and community level, regional and national government officials, development partners, nongovernmental organizations, and commune- and village- level officials and beneficiaries. A series of focus group discussions will be undertaken as part of the socio-economic analysis.

Consulting Services

A firm has been engaged to provide consulting services including 36 person months of

international consultants and 34 person months of national consultants. In

addition, a number of individual consultants were engaged to deliver specific outputs, including:

sector procurement assessment, climate risk vulnerability assessment, financial

performance of DPTSC and ESE, community consultation and communication strategy and

implementation. Project preparation activities commenced in July 2017.

A minor change in scope was approved in August 2018 to engage additional individual consultants to undertake advance actions.
