Description

Though the People''s Republic of China (PRC) has made considerable progress in overall economic growth in the past three decades, the country still has a long way to reach a moderately prosperous and harmonious society (xiao kang) by 2020. Excessive reliance on investment, exports and industrial development in the past have created imbalances and structural constraints such as low factor productivity resulting from overinvestment and excess capacity, growing income and regional disparities, and environmental concerns. This has led the government to question the soundness of the growth model. Under the _new normal_ which focuses on quality rather than quantity of economic growth, the PRC economy is facing numerous challenges: declining factor productivity; widening income inequality; increasing urban and rural gap; environmental degradation and pollution; resource constraints; economic rebalancing; downside of urbanization; weak institutional capacity; poor policy coordination among government agencies; and above all the need to shape its institutions from economic growth- led to public service -oriented to respond to new and emerging challenges. The PRC''s 13th Five Year Plan (FYP) 2016 -2020 was approved by the National People's Congress in March 2016. The plan outlines a policy framework, as well as priorities and economic and social development targets, including medium- high economic growth; innovation -driven development; ecological civilization and green development; and inclusive development and building a modern social sector, among others.



The proposed TA is the eighth one of the facility- type TA series . The creation and evolution of facility -type TA by EARD has provided an important tool that enhances ADB's ability to quickly and flexibly respond to emerging policy and capacity building issues. It is also an important means to support and disseminate innovation serving different objectives of Country Partnership Strategy and the PRC reform priorities. The evolution of facility- type TAs as a vehicle for delivering _just in time knowledge_ has been noted and is being replicated in other developing member countries (DMCs). To date, only TA 8780 of the approved seven facility- type TA projects is ongoing and its funds are already fully committed. However, continuing policy recommendations and capacity building are in critical need for the PRC government to quickly and effectively formulate and execute policies to address the economic and social development challenges under the "_new normal_". In addition, the implementation period of the proposed TA will coincide with the initial implementation period of the 13th FYP. This TA also supports the implementation of the recently approved PRC Country Knowledge Plan (CKP) in terms of knowledge generation and sharing.



The subprojects under the completed facility type TAs contributed to varying degrees to the implementation of the government's priority areas identified in its five year plans; enabled policy analyses on emergent, urgent issues; and strengthened the capacity of the executing and implementing agencies. Building on the success of and lessons learnt from past facility type TAs, the proposed TA will equip the PRC government with policy inputs, tools, and forum to be able to best respond to the development challenges and achievement of the targets of the 13th FYP.


Project Rationale and Linkage to Country/Regional Strategy

The newly approved Country Partnership Strategy (2016- 2020) (CPS) supports PRC partners to address environmental, social and institutional issues and achieve more _innovative, coordinated, green, open, and shared development_ (13th FYP themes). The proposed TA is consistent with the three strategic priorities of the CPS: inclusive economic growth; ecological civilization; and regional and South -South cooperation. This TA also aligns with the CKP in knowledge themes (responding to climate change; supporting PRC socioeconomic transformation and reducing poverty and inequality; and environmental protection, management and creation of local, regional and global public goods); knowledge types (knowledge from operations; knowledge to operations; and Just in Time knowledge); and knowledge process (share and apply).

Status of Implementation Progress (Outputs, Activities, and Issues)

The TA was effective on 16 August 2016. The TA completion date is extended to 19 June 2020.

Currently, 11 subproject proposals were submitted by the implementing agencies to ADB, among which, eight proposals were approved, and three was cancelled. Proposals for new sub-projects and further extension are under discussion.

SP1.1: Integrated Resource Conservation Project - a Case Study in Tianjin

A pre-inception mission was fielded on 11-13 July 2017 to re-validate the proposal, and a MOU was agreed during the mission. The inception mission was fielded 22-24 August 2017 with inception workshop on 23 August. Four consultants were fielded. A review mission was fielded on 20-21 June 2018 for the final workshop held in Jinghai District Financial Bureau on 21 June 2018. The workshop generated considerable dialogue and inputs to help finalize the draft final report, circulated in advance of the workshop and will be finalized by 31 August 2018. The mission shared presentations on progress and recommendations on effective and efficient approaches to develop, establish, and promote the principles of smart water and water conservation. This focused on information communications technology, and blended approaches to conventional and high-level technology for both service delivery and real-time monitoring. The mission also discussed the development of a roadmap to develop an improved water information base and fundamental elements of robust integrated urban water management. The subproject was completed on 30 September 2018.

SP1.2: Shanghai's Innovation Driven Development: Establishing a Park-Based Global Center for Science, Technology and Innovation

Subproject proposal was approved on 1 December 2016. All the consultants were fielded and prepared detailed work plan. Surveys were conducted and three sub-reports were drafted, whereas Surveys were conducted, and three sub-reports were drafted, whereas the final report was submitted and evaluated as valuable and acceptable by the IA Tianjin Municipal Financial Department and Jinghai District Government. The final reports were submitted and the IA and ADB. Final consultants' claims Have been liquated and, all contracts closed were closed in February 2020.

SP1.3: Social Work Services Policy and Delivery Modes for Migrant Children in the PRC

The subproject was cancelled.

SP1.4: Study on Key and Difficult Issues on PRC 's Futures Law Legislation

Subproject proposal was approved on 24 October 2017 and a detailed work plan was formulated together with the implementing agency. The study tour in Canada and USA was completed on 12-19 November 2017 participated by staff from China Securities Regulatory Commission. The subproject was completed.

SP1.5: Study on Assessing and Prioritizing Mechanism for PPP Projects

The subproject was cancelled.

SP1.6: Post Review of the First Batch of BOT Pilot Projects in the PRC

The subproject was cancelled.

SP1.7: The Global Production Network Cooperation between the PRC and Central Asian Countries along the Belt and Road

Subproject proposal was approved on 30 June 2017. Consultants were fielded and the inception workshop was held in April 2018. The consultant team completed relevant surveys in selective CAREC countries in July 2018. The final report was accepted by ADB and MOF. The consultants' final payments have been made, and all contracts were closed in February 2020.

SP2.1: 2017 CPM Workshop Subproject proposal was approved on 4 September 2017. Country Programming Workshop funded by the subproject was held in Yueyang, Hunan Province on 11-13 October 2017.

SP2.2: 2017 CPRM

Subproject proposal was approved on 20 June 2017 to support the 2017 Country Portfolio Review Mission (CPRM). The CPRM was held on 4-5 December 2017 in Beijing.

SP2.3: 2018 CPRM

Subproject proposal was approved on 14 March 2018 to support the 2018 Country Portfolio Review Mission (CPRM). The CPRM was held on 11 April 2018 in Kunming, Yunnan Province.

SP2.4: 2018 CPM

Subproject proposal was approved on 30 May 2018 to support 2018 the Country Programming Mission (CPM). The CPRM was held on 20-22 June 2018 in Xian, Shaanxi Province.

Consulting Services The TA requires approximately 70 person-months of international and national consultants/resource persons. The expertise includes a wide range area of economic and social development. The consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants (2013, as amended from time to time). The proceeds of the TA will be disbursed in line with ADB''s Technical Assistance Disbursement Handbook (2010, as amended from time to time).
