Description The RETA will support the critical role that ADB plays and leads, as the Secretariat for the CAREC Program. Project Rationale and Linkage to Country/Regional Strategy

Regional Cooperation and Integration and ADB's lead role amongst MFIs is well commended and recognized. The CAREC Program is on its 15th year of successful undertaking. As CAREC continues to support economic integration in the region, it is the continued policy discussion and investment mobilization functions of CAREC which helps sustain its relevance, amidst the ever changing financial architecture landscape in Asia and the region.

Benefits include an investment portfolio that has grown to $27.7 billion in the last 14 years, and with a forecasted $45 billion in transport infrastructure financing needs and around $48 billion in energy alone, until the year 2020.

Progress Toward Outcome

The 15th Ministerial Conference (MC) held in Islamabad, Pakistan was participated by CAREC member countries and representatives from development partners. The MC discussed progress in the program's priority areas: transport, trade facilitation, energy and trade policy.

The Conference endorsed the CAREC 2020 Midterm Review (MTR), to review the relevance and responsiveness of CAREC 2020, the program's 10-year Strategic Framework. The MTR also gathered lessons from the experience gained in the first five years of the strategy, and proposes refinements and strategies moving forward. The Conference also discussed progress in the implementation of the Almaty-Bishkek Corridor Initiative (ABCI) and the adoption of its Investment Framework. The ABCI is the pilot economic corridor development initiative of the CAREC Program.

The MC welcomed Georgia as the 11th country to join the program and expressed optimism that Georgia's participation in CAREC could increase synergies in the region and strengthen economic ties through regional cooperation.

National consultations were held in CAREC member countries to discuss the new long-term strategy for the CAREC Program:

The CAREC Senior Officials' Meeting was held in Tbilisi, Georgia on 20- 21 June 2017. Senior officials from CAREC countries and partner institutions discussed and provided guidance to the outline of the new CAREC long-term strategy. The meeting highlighted recent progress on operational priorities and noted expected deliverables for the 16th CAREC Ministerial Conference to be held in October in Tajikistan.

A meeting of the CAREC national focal points was held in Dushanbe, Tajikistan on 21- 22 Sept 2017. The meeting discussed (i) the full draft of the new CAREC long-term strategy; (ii) preparations for the 16th CAREC Ministerial Conference to be held on 27 October in Dushanbe; and

(iii) updates on sector deliverables for the 16th CAREC Ministerial Conference, including discussions on the draft briefing paper on CAREC's role in the Sustainable Development Goals.

The TA also supported the conduct of activities in the Astana Economic Forum held on June 2017. The event featured a brainstorming session on the new CAREC Strategy 2030 and future directions of CAREC. The Forum convened political leaders, prominent policy and decision makers, key business people, and experts to discuss the world's economic challenges.

A meeting of the CAREC national focal points was held in Dushanbe, Tajikistan on 21-22 Sept 2017. The meeting discussed (i) the full draft of the new CAREC long-term strategy; (ii) preparations for the 16th CAREC Ministerial Conference to be held on 27 October in Dushanbe; and (iii) updates on sector deliverables for the 16th CAREC Ministerial Conference, including discussions on the draft briefing paper on CARECs role in the Sustainable Development Goals.

The 16th CAREC Ministerial Conference held on 27 October 2017 was a cornerstone event for the CAREC Program as it involved endorsement by the ministers of a new CAREC strategy leading to 2030.

The ministerial conference also deliberated on how best CAREC Program, as a regional platform, can help its member countries achieve the Sustainable Development Goals and COP21 (or the Paris Agreement on Climate Change) targets.

On 4 December 2017, a national workshop deliberating on the implementation of CAREC 2030 strategy was held in Islamabad, Pakistan. The event was attended by about 50 participants from 17 line government agencies and development partners who shared their views and initiatives on operationalizing the CAREC 2030 strategy and Pakistan's possible role.

The TA supported the conduct of a 2-day conference held in Uzbekistan on 23- 24 Nov 2017, _25 Years of Water Cooperation in the Central Asia: Lessons Learnt and Future Outlook_. The conference was organized by the Interstate Commission for Water Cooperation (ICWC) comprised of KAZ, KGZ, TAJ, TKM and UZB and was attended by 248 participants from 5 member countries and development partners. The objective of the conference is to take stock on lessons learnt over the years and discuss prospects for water cooperation in Central Asia.

The Tbilisi Belt and Road Forum was also subsidized by the TA in support of the Forum's objectives to highlight issues related to promoting transport infrastructure connectivity, trade facilitation, digital connectivity, and identified investment opportunities in Georgia. The Forum, which provided a platform to discuss the CAREC 2030 Strategy, was held in Tbilisi on 27 -29 Nov 2017.

With similar objectives, a national workshop on the implementation of CAREC 2030 strategy was at the Ministry of Finance and Economy was held in Ashgabat on 5 February 2018. The workshop was attended by about 30 participants from 13 line government agencies.

A high-level CAREC session was held at the sidelines of the ADB Annual Meeting in Manila on May 2018. The forum entitled _New Opportunities for Regional Cooperation: The Potential for CAREC-BRI Collaboration_ is consistent with the CAREC 2030's visions to be an open and inclusive platform to maximize various resources and expertise to support regional cooperation.

The forum _Macroeconomic Policies for Economic and Financial Stability: Lessons from Countercyclical Responses to Economic Crisis_ was organized in Astana, Kazakhstan on 16 May 2018 to discuss lessons learned from the experience of implementing countercyclical policies in response to external economic shock. High-level officials from central banks, and ministries of finance and economy of CAREC countries attended the forum.

The Inaugural Meeting of the CAREC Regional Trade Group (RTG) held in Bangkok, Thailand on 25 26 June 2018 brought together more than 60 representatives from CAREC member countries, development partners and international experts to deliberate on the framework and scope of the CAREC Integrated Trade Agenda (CITA) 2030 and its accompanying Rolling Strategic Action Plan 2018-2020. The CITA aims to assist CAREC countries in integrating further with the global economy through (i) trade expansion from increased market access, (ii) greater diversification, and (iii) stronger institutions for trade.

Subsequently, on 27 28 June 2018 in Bangkok, the Senior Officials' Meeting was organized to (1) review the progress of the CAREC 2030 implementation, (2)discuss recent progress of CAREC operational areas and initial thinking in advancing cooperation in the economic , (3) review the progress made in formulating the CAREC Integrated Trade Agenda 2030, and (4) deliberate on the proposed structure and theme of the 17th CAREC Ministerial Conference.
