The TA aims to increase investments in farming and agri-logistics through increased knowledge of governments and ADB in identifying appropriate potential agriculture and natural resource investments. The TA is expected to deliver three key outputs: overall agricultural investment requirement and prioritized areas for investment identified in developing member countries; climate-resilient agricultural technology promoted and disseminated in selected developing member countries; and knowledge on customized wholesale markets improved. The activities and deliverables in support of these outputs are intended to address the lack of accurate data on investments in the agriculture and natural resources sector in the region, scarcity of knowledge and information on existing and successful climate-smart technologies, and unfamiliarly to wholesale markets models that could be effective in ADB's developing member countries.

Description The TA aims to increase investments in farming and agri-logistics through increased knowledge of governments and ADB in identifying appropriate potential agriculture and natural resource investments. Project Rationale and Linkage to Country/Regional Strategy New investments and financing modalities are fundamental to tackling transformational challenges, such as climate change, demographic and economic transitions affecting the future of food and post-2015 Sustainable Development Goals (SDGs). Cost-effective development, effective demonstration, and rapid dissemination of high-level technologies and experiential learning should be the core of partnerships across all stakeholders working to end hunger. There is thus a need to know more about investments in the agriculture and natural resources sector, use of climate-smart agricultural technologies, and customized wholesale markets for ADB, DMCs, and partner organizations to prioritize areas for investments.

Status of Implementation Progress (Outputs, Activities, and Issues)

1. Ongoing - Work is being done by the International Food Policy Research Institute (IFPRI) and other national think tanks based in PRC and Indonesia. A policy forum was organized in Jakarta, Indonesia on August 2018 to share the preliminary findings of Indonesia country analysis of investments required to achieve food security by 2030 and 2045. Final reports are submitted. Policy Forum in PRC will take place in May 2019.

2. Ongoing - Work is being done by the International Rice Research Institute (IRRI) under a Knowledge Partnership Agreement and other national organizations in Bangladesh, Cambodia, and Nepal. Experiments in all countries are completed. The final report submitted. Country workshops will be organized in July 2019.

3. Ongoing - Training and study tour conducted in Spain in July 2017 (participated in by 12 government officials and 5 ADB staff). Analytical studies on the wholesale markets in Bangladesh, Nepal, Pakistan and Viet Nam are being conducted by an international firm named Mercasa. Final report submitted. Country workshops organized in October and November 2018 to share the findings of these reports with the respective governments and other stakeholders. Another study tour will be organized in June 2019.
