Description The project will rehabilitate a 77 km section of the regional road that links the tourist centers of Karshi and Kitab on the A380 and M39 highways, including pilot road side infrastructure development and install cross-border scanning equipment.
Project Rationale and Linkage to Country/Regional Strategy The road sections between Karshi and Kitab will upgrade/widen the existing road into a 4-lane rigid pavement following the existing alignment. The design of the entire road section (127 km) has already been completed, and land acquisition and resettlement activities have also already been completed by the government.
Impact International trade and tourism increased along Central Asia Regional Economic Cooperation corridors in Uzbekistan, safer roads, and greater economy and efficiency in road planning and construction.

Progress Toward Outcome

On 25 January 2021, ADB received the Borrower's request to cancel the loan funds under L3481-UZB. The letter stated that (i) the ongoing COVID-19 pandemic inflicted substantial shocks for the economy of the Republic of Uzbekistan and made the government borrow additional funds to address COVID-19 and other shocks in 2020, (ii) the government reassessed its public investment priorities in light of limited borrowing headroom, and (iii) although the subject road project remains a priority for the government, due to the increased borrowing for other investments, the government decided to postpone construction of the road. Consequently, ADB cancelled $193.45 million and $3.92 million effective 11 March 2021 and 13 April 2021, respectively. The loan account is financially closed effective 13 April 2021.

The EA issued the contract termination notice to the two winning bidders for the two lots and to the construction supervision consultant on 24 March 2021.

The recruitment of institutional development consultant (IDC) was advertised at ADB's CMS on 13 March 2019 with original deadline of submission of expression of interest on 11 April 2019. However due to COVID-19 crisis situation, the EA requested for extension of deadline by another 30 days.

ADB held workshop on road safety and intelligent transport system in Tashkent in November 2018. The workshop aimed to help increase the EA's capacity through knowledge sharing and product that will enhance the ITS capacity of SCR staff and learn from best practices especially in the area of road management and safety.

Since the loan was financially closed effective 13 April 2021, the recruitment of IDC is also terminated.

Summary of Environmental and Social Aspects
Environmental Aspects The project is classified as category B for environment. Almost all of negative impact to environment is in construction stage. Mitigation measures to address all construction and operational impacts have been included in the environmental management plan (EMP) prepared as part of the initial environmental examination (IEE). The updated IEE which include mitigation measures on noise and vibration assessments was disclosed at ADB website on 22 October 2018.
Involuntary Resettlement The project is classified as category B for the involuntary resettlement safeguard. The Safeguards Due Diligence Report was first disclosed at ADB website in September 2016. The updated SDDR was submitted to ADB on 3 July 2019 and disclosed at ADB website on 16 July 2019.
Indigenous Peoples The project is classified as category C for indigenous peoples. The country does not have communities inhabited by indigenous people as defined in ADB's Safeguard Policy Statement, 2009 for operational purposes.
Stakeholder Communication, Participation, and Consultation
During Project Design Consultations will be held with potential stakeholders--the local population, the executing agency, government officials, community heads, and other stakeholders through focus discussion groups.
