Regional : Selected Evaluation Studies and Outreach for 2017–2019 (Cluster TA)
The proposed cluster regional research and development TA consists of 3 subprojects which will support the preparation of IED's high- and middle-level evaluation studies and outreach activities from 2016 to 2019. These will be drawn from IED's Board-approved 3-year rolling work programs. The first subproject will support activities in 2016 and 2017: (i) thematic and/or corporate evaluations on policy-based lending, gender, sustainable energy, private sector operations and impact evaluation on water resource management; (ii) topical papers on livable cities; (iii) country assistance program evaluation (CAPE) on Georgia, and validations of country partnership strategy (CPS) final reviews for Kyrgyz Republic, Nepal, Thailand, Turkmenistan, and Uzbekistan; (iv) key learning events; (v) dissemination of evaluation knowledge products; and (v) enhancement of the evaluation information system.

| Description | The proposed cluster regional research and development TA consists of 3 subprojects which will support the preparation of IED's high- and middle-level evaluation studies and outreach activities from 2016 to 2019. These will be drawn from IED's Board-approved 3-year rolling work programs. The first subproject will support activities in 2016 and 2017: (i) thematic and/or corporate evaluations on policy-based lending, gender, sustainable energy, private sector operations and impact evaluation on water resource management; (ii) topical papers on livable cities; (iii) country assistance program evaluation (CAPE) on Georgia, and validations of country partnership strategy (CPS) final reviews for Kyrgyz Republic, Nepal, Thailand, Turkmenistan, and Uzbekistan; (iv) key learning events; (v) dissemination of evaluation knowledge products; and (v) enhancement of the evaluation information system. The second and third subprojects will be structured along the same lines but will depend on both current 3-year work program and the 2017-2019 cycle. The second subproject will tentatively support these evaluations: environmentally sustainable growth; rural development; ADF 12 operations; risk management; CAPE (to be determined); and validations of CPS final reviews for Armenia, Azerbaijan, Bhutan, Cambodia, and Fiji. Indicatively, the third subproject will support studies for completion by 2019, which, based on work program discussions at the DEC, could include topics on urban operations, water operations, publicprivate partnerships, health operations, education operations, agriculture, and food security operations, finance sector, climate adaptation, integrated disaster risk management, private equity operations, inclusive business, safeguard policy statement review, and multitranche financing facility. |

| Project Rationale and Linkage to Country/Regional Strategy | Independent Evaluation at ADB seeks to raise the development impacts of ADB operations. The proposed TA will fully and/or partly fund select high and middle-level evaluations and outreach activities articulated in the 2016-2018 work program of IED and in subsequent Board-approved rolling work programs. The 2016-2018 work program was endorsed by the ADB's Development Effectiveness Committee and later approved on no objection basis by the Board with effect on 9 December 2015. Evaluation studies and outreach activities to be funded by the TA are intended to help improve ADB policies, strategies, business process, and operations, subsequently benefiting developing member countries. Evaluation products and activities under the TA are not generally captured in any country partnership strategy or country operations business plan/regional cooperation operations business plan. | ||||

| Consulting Services | The TA will fund a mix of international and national consultants to support each evaluation team. Consulting service requirements (including positions, terms of reference, deliverables, cost estimates) are indicative at this time. These are to be developed and/or firmed up during preparation of the concept or evaluation approach paper. Lump-sum payments or output-based contracts will be used as appropriate. The need for services from consulting firms (along with applicable selection method and type of technical proposal to be used) will also be considered during the concept and/or evaluation approach paper stage. |
