|Project Rationale and Linkage to Country/Regional Strategy||Gender inequality is a significant constraint to Mongolia's economic growth and poverty reduction. With ADB's earlier technical assistance, the Law on Promotion of Gender Equality (LPGE) was adopted in 2011. Due to limited accountability for gender mainstreaming, weak capacity of governance institutions resulting in gender-blind policy making, a lack of sex-disaggregated data, its use and gender analysis, operationalization of LPGE remains inadequate in public and private spheres. As international best practice shows, sector specific operationalization of legislation is key in addressing these constraints. A second-phase of legal reform is currently under way, given recent adoption and ongoing revisions of a number of key legislations with relevance to gender and gender-based violence. The associated national programs are coming to a conclusion in 2015-2016. The recent Universal Periodic Review by the Human Rights Council provided 150 recommendations to Mongolia, of which a majority 32% stressed gender; Japan, for instance, has recommended Mongolia to further pursue measures for the protection of the rights of women and children. To adopt and strengthen sound policies and enforceable legislation for the promotion of gender equality and the empowerment of women and girls at all levels in Mongolia, there is a critical need to enhance institutional capacity as a whole from policy planning through implementation at grassroots level, while addressing gender norms and practices among the general public. The proposed TA thus aims to assist the government in increasing the institutional capacity to ensure operationalization of the gender equality legislation.|

Revision is ongoing reflecting comments from relevant government agencies and ADB. Several discussions were held on March-April 2019 to collect stakeholders' feedback. A revised report in ENG will be submitted to ADB by 20 April. The Government has already cleared the final draft report.
The guidelines has been developed and a pilot testing is completed in January 2019.
The International Conference was held on 27-28 June 2018 with 350 attendees.
The national symposium for students was held on Oct 2017 and the one on Gender Analysis and its Implications for Policy Planning and Activities for researchers was held on October 2018.
The photography contest was held on May 2018. The national and local-level campaigns were held from 10 Aug-10 Nov. 2018. National campaign completion report is cleared by ADB, while local campaign report is under ADB's review.

Gender-responsive Policies and Action Plans for focus four sectors have been adopted and published (bilingual) in 2017-2018.
Guidelines for the development of a local gender subprogram was prepared in 2017. Uvs aimag has developed its gender subprogram following the guidelines.
The online gender modules were pilot tested among MOF and its central and local agencies on June 2018.
The national forum was held on 1 Feb 2018 with attendance of the Prime Minister of Mongolia.
Seven launching workshops were conducted with participation of 367 government officials (291 women) on 25 Apr-6 July 2018.
The training for 28 media practitioners was held on Dec 2017 (78.5 female). This includes the first ever workshop _Gender mainstreaming in media policy and planning processes_ targeting media executives and editors involving 15 participants including senior editors and executives of the daily newspaper Zuunii medee, Undesnii shuudan, Zindaa.mn, the newspaper Bayan Sharga Uul, MNB, Mongol TV, niislel.mn, ikon.mn, times.mn, Gogo.mn, ayanga.mn, nem.mn and Family radio 104.5.
Estimated 500 local government officials were trained through 5 regional trainings from August-October 2018.

1. A series of consultative meetings were held with key stakeholders (i.e., the Government, CSOs and donor agencies) to develop the National Program on Gender Equality, seven focus sector gender policies and two focus aimags' gender subprograms for a period of 16 March-30 June 2018.
2. During inception workshop on 29 March, feedback was collected from all stakeholders (i.e., relevant ministries, NGOs, academia and media practitioners).
3. Two Associations of CSOs (including 13 NGOs) in two target aimags were subcontracted for the Institutional Assessment and local Situation Analysis in two focus aimags in Sept 2017-March 2018. The reports were published and key findings informed the preparation of the local Gender subprograms.
4. The post-2005 Gender Situation Analysis is under preparation; 4 times consultative discussions were held with the government, CSOs and donor agencies for a period of January-April 2019. The report will be publicly launched on 10 May 2019.
