Viet Nam : Greater Mekong Subregion (GMS) Corridor Connectivity Enhancement Project
The ensuing loan will finance improvement of international and national transport connectivity of underdeveloped provinces of Vietnam by improving accessibility to GMS corridors. The project aims to expand the benefits of the GMS corridors to the northwestern provinces, where high poverty incidence is reported, by enhancing the road connectivity between the Noi Bai-Lao Cai Expressway and the provinces of Lao Cai, Lai Chau and Yen Bai through rehabilitation of National Highway (NH) 279 and NH32 and upgrading of Provincial Road (PR)175 to an NH.

| Project Rationale and Linkage to Country/Regional Strategy | Vietnam's Northwestern Region, a high mountainous region comprising the provinces of Dien Bien, Hoa Binh, Lai Chau, Son La, Lao Cai and Yen Bai, is still lagging far behind the rest of the country, with the highest poverty rate (12-50%) in 2016. Over 50% of the region's population is ethnic minority groups such as Kinh, Tay, H'Mong, Thai, etc. The ethnic minority people live with nomadic habits, self-production and consumption. Industrial production of the Northwestern Region is less developed than other regions, with many industrial companies of small scale. The major industries include stone, metal ore exploitation and processing, lime brick and beer production, etc. There are no large processing manufacturing enterprises. With a relatively large area of land and fertile soil, the Northwestern region has great potential for development of agriculture, forestry, hydropower, mining, tourism and border trade. However, the underdeveloped transport infrastructure has been a major hindrance to the region's economic development. Due to its mountainous terrain, road transport is the primary mode of transport for the Northwestern Region. Currently, the region's overall road density is 0.71 km/km2, 13% less than the country's average, while the density of NH is 0.051 km/km2, 20% less than country's average of 0.064 km/km2. Therefore, the need for continuous expansion of the road network in Northwestern Vietnam, especially the NH network, is critical. | ||||

The quality and cost-based selection (90:10) with full technical proposal was used in the selection. |
