Description The TA aims to establish the enabling conditions and financing requirements for ADB to provide programmatic investment support to the agriculture, natural resources and rural development (ANR) sector in Viet Nam.
Project Rationale and Linkage to Country/Regional Strategy In line with the Agricultural Restructuring Program, the activities proposed for the CDTA will assist ADB in further defining the enabling conditions for programmatic support in rural infrastructure, agricultural productivity and food safety.

Description of Outcome

Enabling policy, institutional, and investment conditions for agriculture commercialization enhanced in selected provinces

Progress Toward Outcome

A.1 Horticulture value chain analyses were prepared for four beneficiary provinces (Can Tho, Nghe An, Tay Ninh, and Hu Giang).

A.2 Provincial publicprivate collaboration platforms for strategic planning of market-based value chain development established in the four provinces were done.

A.3 Associated investment plans were prepared in a form of project proposal for the Project for Ngh

An, Tay Ninh, and Hau Giang; and

A.4 Training on crop value chain development strategies were conducted for those three provinces.

B.1 Potential PPP investments were identified for the three provinces;

B.2 Draft PPP terms sheets were prepared for the identified investments;

B.3 Training on PPP were conducted for the three provinces;

B.4 Trainings for public investment and expenditure were conducted; and

B.5 Training on requirements to participate in the Project and procedure to include in the provincial governments' annual budgets and medium-term public investment plans were done.

1A. Detailed Value Chain Analysis reports have been prepared for Can Tho, Ngh

An, Tay Ninh, and Hau Giang.

2A. KSTA has provided (i) a guide to develop project proposals and (ii) training on public investment and expenditure and inclusion of the project in MTIP in Tay Ninh, Can Tho, Ha Giang and Nghe An during July/August 2019.

2B. Capacity building through training workshops were conducted and included: how to identify and analyze policies and the supporting regulatory framework for building and enhancing value chain development; the application of PPPs in horticulture; the development of horticulture strategies

During Project Design ADB has held consultations at the national (MARD and MPI) and provincial levels (with several PPCs and DARDs) on the proposed scope and implementing arrangements of the TA.
During Project Implementation

An Inception Workshop will be held on 24-25 October 2018 which will discuss the draft Provincial Indicative Investment Proposals.

Three international and five national consultants were engaged to implement the TA. In addition, a consulting firm was engaged to particularly conduct value chain analyses for all project provinces.
