Description The project readiness financing (PRF) loan is proposed to advance project preparation of priority transport projects by financing feasibility study, detailed design and other preparatory works. Ensuing projects will be formed from a list of identified necessary investments which the Government has agreed, subject to agreed project selection criteria.
Project Rationale and Linkage to Country/Regional Strategy Bangladesh has geographic and strategic advantage to become a transport and trade hub for the South Asia Subregional Economic Cooperation (SASEC) countries, bordering India and Myanmar. Major international trade corridors run through the country. However, growth in subregional trade is slow because transport connectivity is being one of bottlenecks of both domestic and subregional transport network in Bangladesh. In parallel with the government's plan to develop land ports and intermodal transshipment facilities, facilitation of transport connectivity among different subsectors is urgently needed to realize optimized transport network, and to tap the latent strength of the country. Preparation of such projects is lagged behind actual development needs, and financial support to advance preparation of road and railway projects is needed. Hence, the PRF will support on project preparation in following areas: (i) road and rail connectivity of port, land port, and border crossing points; (ii) road and railway connectivity of intermodal transshipment facilities, including inland container depot, and inland container terminal; (iii) strengthening corridors, including bypass, connected road and alternate route; and (iv) sector wide improvement, which includes safety, traffic management, and maintenance.
