Description of Outcome

Collaboration between public and private entities to develop the coffee sector enhanced.

Progress Toward Outcome A collaborative process to prepare a National Coffee Sector Development Plan is underway with participation from government agencies, the private sector, NGOs, and civil society. ADB support for the Timor-Leste Coffee Association is helping it to become a credible representative and advocate in the sector.

Status of Implementation Progress (Outputs, Activities, and Issues)

Output1. The Draft coffee Sector development Plan has been shared with stakeholders and will now be finalized for government approval.

Output 2. A review of current MAFF data collection and reporting systems has been collected and recommendations on improvements have been provided.

Output 3. The Association also held its first General Assembly in March 2018 with support from the TA and begun to implement a program of activities that align with its vision and mission.

During Project Design The government, development partners, and coffee sector stakeholders were consulted on the project design.
During Project Implementation There has been extensive stakeholder consultation and participation during implementation. The inception workshops for the TA included workshops with coffee sector stakeholders in Dili, as well as in the main coffee growing regions of Ermera and Ainaro. Subsequent TA activities have been implemented using participatory approaches. The final choice of pilot activity was made following close consultation with the Timor Coffee Association.
