Lao People's Democratic Republic : Workshop for Selection and Monitoring of a Biodiversity Offset for the Nam Ngiep 1 Hydropower Project

A proposed $70,000 small-scale capacity development technical assistance (S-CDTA) in support of a workshop on biodiversity offset for the Nam Ngiep 1 Hydropower Project (NNP1) in Lao, PDR to take place on 13-14 December 2016 in Vientiane, Lao PDR. The principal objectives of the workshop are to:

1. Provide a forum for ADB safeguards staff, external biodiversity consultants to the NNP1 project, and international experts on biodiversity offsets, to review current thinking, best-practices and case studies on offsets, and decide how to pragmatically shape this guidance and lessons to the NNP1 and Lao PDR contexts.

2. Review and clarify how to define _biodiversity_ for the NNP1 project and offset.

3. Once defined, determine if and how _biodiversity_ will be estimated in the NNP1 offsets scenario.

4. Determine how to clearly communicate these results and conclusions to ADB, and to other stakeholders involved or interested in the project.
