Regional : Loan Accounting and Servicing Workshops and e-Learning for DMCs
About 15-17 workshops for an estimated 450-500 participants will be conducted during the period from 2018 to 2021. Target participants will be finance and accounting staff of borrowers/EAs, mainly from ministry of finance, central bank, other related central government offices and EAs of new ADB projects. Where available, ADB's Resident Mission staff will be invited as facilitators.
The workshops will cover the following major topics:
(i)ADB loan products, terms and features;
(ii)ADB conversion options, loan accounting/servicing practices and procedures;
(iii)ADB's Loan Accounting and Servicing Website.

Individual national consultants will be engaged to enhance eC-LAS and develop a e-learning module for ADB HQ and RM staff; ADB DMC borrowers such as government offices and executing agencies; and other stakeholders to learn about topics discussed in the workshop. The e-learning module will be used as stand-alone course that saves time, effort, and resources on the part of the workshop resource person and the learners._CTL will work with knowledge management team in SDCC to enhance e-learning module for loan accounting area through LAS. |

Project Rationale and Linkage to Country/Regional Strategy | DMC governments and EAs expressed concern on high turnover of the government officials dealing with ADB loan accountings and requested training for loan accounting and billing procedure. Borrowers/EAs also expressed limited or outdated knowledge on ADB's loan terms, features and accounting and servicing practices, which result in improper accounting records for ADB loans. Misunderstanding of ADB loan terms, accounting and service procedures have caused problems and delays in loan processing and administration for both ADB and borrowers/EAs. |

Consulting Services | 1._A national consultant for eC-LAS programming will be engaged for 90 days on an intermittent basis. The consultant will work with CTAC-LTA of Controller's Department to enhance the eC-LAS and fix vulnerability issues on ADB's site (XSS, SQLi) and other vulnerability issues of the program and pass BURP and Fortify scan conducted regularly by OIST and develop eC-LAS mini installer. 2._Engage a national consultant for 180 days on an intermittent basis to design, pilot-test and implement e-learning video and e-learning courses/materials for Loan Accounting and Servicing for users in headquarters, field offices or outside ADB. |
