Project Rationale and Linkage to Country/Regional Strategy Existing information material on compliance review processes produced in 2012 has very general information about the nature of compliance review and the steps within this function but do not distinguish its contents between the different audiences it should address the message to. The development of information materials on compliance review processes targeted towards specific groups of stakeholders will help these stakeholders better understand the processes and their role should their project go through a compliance review. Information materials that will be developed for a specific audience/user will enable ADB staff, EAs/IAs, private sector clients and NGOs deal or work with each other in a compliance review more constructively with the understanding that compliance review aims to ultimately improve ADB's internal governance and development effectiveness. These knowledge products will highlight compliance review processes as ADB's way to broadly address the needs of project affected persons from a policy implementation perspective as well as translate that perspective in practical terms toward improving the way ADB designs and implements projects and addresses harm to affected persons, should those happen.
Impact The impact of this project is improved understanding and appreciation among ADB's development partners of compliance review processes as ADB''s tool to improve its development effectiveness and accountability to project affected persons.

The TA is expected to be implemented over a period of 12 months, from 15 December 2016 to 15 December 2017. OCRP will be responsible for the overall implementation of the activities under this S-RDTA. Recruitment of consultants will be done in accordance with ADB's Guidelines on the Use of Consultants (2013, as amended from time-to-time). Disbursements under the S-RDTA will be done in accordance with the Technical Assistance Disbursement Handbook (2010, as amended from time to time).

In line with ADB's thrust to increase partnership with NGOs and considering the nature of this project, this S-RDTA will engage an NGO to develop the knowledge products and individual consultants for the activities relating to the workshops. The NGO which will develop the knowledge products will be selected through a modified (simplified) quality- and cost-based selection (QCBS) procedure. This NGO must be experienced in development communication and with experience in the production of knowledge products for governments and grassroots communities in developing countries in Asia and/or the Pacific. Implementation of this S-RDTA is estimated to require a team of 4 individuals, including 1 international specialist for about 1 person-month, and 3 national specialists for about 6 person-months.

The consultants which will organize the workshops will be composed of one international consultant to be engaged for a total of 2.5 person-months and 1 national consultant to be engaged for 3 person-months. For each of the DMCs where the workshops will be conducted, the S-RDTA will also engage a local administrative assistant for 0.5 person-month each.

After the finalization of the outputs, the knowledge products will be published online at CRP's website http://compliance.adb.org and at the Accountability Mechanism website https://www.adb.org/site/accountability-mechanism/main. Printed copies will also be prepared for distribution to ADB resident missions, NGOs, and affected persons.
