Description of Outcome
Progress Toward Outcome The subproject 1 will help the Cook Islands, Tonga, and other interested Pacific DMCs to carry out a comprehensive assessment of current ICT use in government operations and a road map to promote e-government. It will include current and future state analysis, infrastructure, hardware and software recommendation, organization structure, human resource requirement, and legal and regulatory gap analysis. Subproject 1 involves recommending a set of services to be pilot tested to demonstrate e-government capabilities. It will involve the recruitment of an international ICT architect, a sector specialist, and legal consultants, preferably through a firm, to deliver the feasibility report. The project team will work closely with ADB and government counterparts to execute day-to-day tasks.

Status of Implementation Progress (Outputs, Activities, and Issues)

IMPS-Resoucery, Inc, the consulting firm contracted by ADB under this TA will play a pivotal role for the e-Government infrastructure assessment. The team will be responsible for delivering an assessment report on the existing ICT platforms and surrounding environment in consultation with the ICT division in the Office of the Prime Minister. The report will not be limited to current state, it will also include a set of recommendations needed to establish an e-Government environment.

The report will cover:

(i) Infrastructure including digital network, equipment, computer, servers and other digital devices

(ii) Digital services

(iii) Software and licenses

(iv) Organization and reporting structure

(v) Budget and cost allocation

(vi) Human resource management

(vii) Government's digital strategy

(viii) ICT Operation strategy and processes
