Project Rationale and Linkage to Country/Regional Strategy | The proposed knowledge and support technical assistance will support strengthening of the ecological security mechanism for the Yangtze River Economic Belt in the People's Republic of China. The TA will assist the Yangtze Water Resources Commission (YWRC), a river basin authority under the Ministry of Water Resources of the PRC, to improve ecological security monitoring and supervision, evaluation of effectiveness of ecological protection programs, and coordination with the provinces for ecological security in the Yangtze River basin. Given that PRC's water and ecological status remains fragile and the environmental safety situation is grim, the State Council of the PRC has recently issued the ecological red-line strategy in safeguarding national ecological safety. The strategy statement implies the demarcation of the border and calibration of the regions for ecological security (red-line) system to be established by 2020 nationwide. The strategy will apply in the regions with important ecological functions, including water and soil conservation, biodiversity maintenance as well as windbreak and sand-fixation, along with ecologically-fragile regions which are prone to soil erosion, desertification, and salinization. The strategy prioritizes the YREB for ecological security. The Government of the PRC requested a TA from the Asian Development Bank for the Study on Ecological Security Mechanism for Yangtze River Economic Belt. |

Consulting Services | The TA will require 4 person-months of international and 23 person-months of national consulting services. Six national consultants (water and environment specialist and team leader, hydrologist, ecologist, institutional and capacity development specialist, environmental legal specialist, and water and soil conservation specialist) and two international consultants (water resources specialist and ecologist) will be required for TA implementation. The consultants will be engaged following ADB's Guidelines on the Use of Consultants (2013, as amended from time to time) through individual consultant selection. This is considered the most efficient method as the consultants will be supervised by ADB in close coordination with the executing agency. |
