Status of Implementation Progress (Outputs, Activities, and Issues) Component 1: Since May 2021, intensified communications among ADB, the executing and implementing agencies, and the TA consultant team were engaged to remove project implementation difficulties. Two rounds of comprehensive reviews of the interim report were organized on May and July 2021, and eight rounds reviews of the draft final report were conducted in March-June 2022. The final report review workshop was held on 31 March 2022. TA Wrap-up and Dissemination Workshop was successfully conducted on 20 July 2022. All the TA activities including final consultant report submission were successfully completed by 31 July 2022. Component 2: . In April 2021, minor changes in scope and implementation arrangements for output 2 were approved to include additional areas of work which are relevant to the scope of the TA; (i) holistic assessment of agricultural supply chain risks and risk management strategies and policies; (ii) risk management through digitalization of vegetables supply chains; and (iii) building of livestock supply chains resilient to climate, environment, and public health risks. The draft reports of the additional areas of work were delivered to ADB and the executing and implementing agencies by 15 August 2021. All the remaining activities for output 2 are expected to be completed by the current closing date including knowledge sharing webinars.

Component 1 of the TA will require 53 person-months of consulting services (3 person months of international and 50 person-months of national inputs). An international budgeting and expenditure management specialist will be recruited as an individual consultant and a consulting firm will be recruited to provide national specialists. The consulting firm team will consist of seven national specialists with the program expenditure management specialist as the team leader; budget management specialist as deputy team leader; budgeting specialist on education development; budgeting specialist on health development; budgeting specialist on environment protection; budgeting specialist on industrial development; and budgeting specialist on science and technology. Resource persons may be recruited to review the consultants' outputs and share knowledge during workshops in accordance with ADB's guidelines on recruiting and administering resource persons.

Component 2 of the TA will require 27.5 person-months of consulting services (6.5 person months of international and 21 person-months of national inputs). International consultants will be recruited as individual consultants and a firm will be recruited to provide national specialists. The consulting firm team will consist of five national specialists with the agriculture specialist who will be the team leader; institutional and policy specialist; public financial management specialist; actuary; and insurance specialist. Resource persons may be recruited to review the consultants' outputs and share knowledge during workshops in accordance with ADB's guidelines on recruiting and administering resource persons.
