Progress Toward Outcome | An international consulting firm has been recruited to deliver the outputs under the TA. ADB approved the consultant's submission of final report which includes findings on the current situation in Urumqi related to transport and logistics and recommendations for the Urumqi metropolitan area related to public transport, transport infrastructure, freight, logistics, hub-oriented strategies and low carbon policies. |

Status of Implementation Progress (Outputs, Activities, and Issues) | A multi-stakeholder workshop was held as the key to gaining stakeholder feedback and t understand the priorities from the government departments. The consultants documented stakeholder priorities and can now proceed to develop the evaluation framework, finalize findings and develop plans and priorities to be included in the strategy and final report. The consultant submitted the final report . |

During Project Design | The proposed TA has been identified, conceptualized and prepared through direct discussions with Urumqi Urban Comprehensive Transport Research Center. |
During Project Implementation | The TA was jointly monitored by: (i) the project officer assigned to the project within the East Asia Transport division of ADB and (ii) the officer in ADBs PRC Resident Mission. The public and private sectors will be consulted throughout the TA. The output will be disseminated digitally. A working group of representatives from each cities in Urumqi metropolitan area will provide guidance to the consultant team. Final report and final claim has been submitted and approved. The consulting firm's contract was completed on 16 July 2019. |

Consulting Services | ADB will select a team of consultants from a firm specialized in transport and logistics planning through quality- and cost-based selection method on a lump-sum contract with milestone payments and with a provision for fixed out-of-pocket expenditure not exceeding $800,000. The consulting services include 12 person-months of international inputs and 59 person-months of national inputs. The TA will be implemented over 14 months. |
