- The TA will require three packages of consulting services (i) Package 1 - An international consulting firm to conduct the IFS (Output 1) using the quality- and cost-based selection (QCBS) method, with 90:10 quality-cost ratio and simplified technical proposals; (ii) Package 2 - A national consulting firm to prepare the NFS report (Output 2) using the consultants' qualifications selection (CQS) method; and (iii) Package 3 - One individual consultant (international) to assist loan processing and implementation startup (Output 3). Packages 1 and 2 will be lump-sum and performance-based contracts, while Package 3 will be time-based. Consultants will be engaged in accordance with ADB's Guidelines on the Use of Consultants (2013, as amended from time to time).
