Tajikistan: Preparing the Financial Sector and Fiscal Management Improvement Program
The technical assistance will facilitate design and implementation of the Financial Sector and Fiscal Management Improvement Program to enhance banking sector stability, improve the enabling environment for the financial sector, and strengthen public financial management to accelerate sustainable private sector growth. The objectives of the TA are (i) strengthening the capacity of key government institutions related to macroeconomic and fiscal management and financial sector development, and (ii) supporting the government to implement proposed reforms areas agreed under the program.

Consulting Services | ADB will engage consulting services following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. The TA will require a total of 38 person-months of consultancy services intermittently (23 person-months international and 15 person-months national). ADB will engage consultants individually and as a firm using the quality- and cost-based selection method with a standard quality cost ratio of 90:10 and will prefer output-based, lump-sum consulting contracts. All disbursements under the TA will be made in accordance with ADB's Technical Assistance Disbursement Handbook (2010, as amended from time to time). |
Procurement | The ADB Public Management, Financial Sector, and Trade Division of the Central and West Asia Department will administer the TA and select, supervise, and evaluate consultants and procure goods (if necessary). The Ministry of Finance will be the executing agency. |
