Maldives : Greater Male Environmental Improvement and Waste Management Project
The project will establish a sustainable solid waste management system in the Greater Male capital region and its inhabited outer islands by (i) establishing a modern waste collection, transfer, and disposal system; (ii) improving community-based outer island waste management systems; (iii) building institutional capacity for sustainable services delivery; and (iv) raising public awareness in reduce, reuse, recycle behaviors. Project Rationale and Linkage to Country/Regional Strategy | The Greater Male capital region and its outer islands (classified as zone 3 in the National Solid Waste Management Policy) suffer from severe environmental pollution and deteriorating livability because of the inadequate collection and haphazard disposal of solid waste. Open dumping and burning of garbage at the 30-year-old, 10-hectare dumpsite on Thilafushi Island (6 kilometers from Male) creates an environmental and public health hazard. Plumes of smoke visible from Male, the international airport, and surrounding resorts compromise air quality and pose a daily nuisance to residents and tourists, while toxic leachate contaminates soil and groundwater. Greater Male and its 32 inhabited outer islands lack an organized and sustainable waste management system for the 774 tons per day (tpd) of mixed solid waste they generate. Because of rapid urbanization and tourism development in the region, waste generation is expected to grow to 924 tpd by 2022. The increasing pressure on an already stressed waste management system poses a significant threat to tourism and fisheries, both of which rely heavily on the country's pristine environment and are cornerstones to Maldives' economy. Poor communities on the outer islands suffer from accumulated garbage as they have limited awareness and capacity to manage solid waste effectively. | ||||||||||||

Status of Implementation Progress (Outputs, Activities, and Issues) | Output 1: (i) draft waste collection and transfer strategy for the project area is being finalized; (ii) collection equipment package for Greater Male expected to be awarded by Q4 2022; (iii) all heavy equipment for improved Thilafushi dumpsite have been procured, commissioned, and are operational on-site; (iv) physical works of Male and Villimale transfer stations package (design and build) commenced in May 2022; (v) transfer vessels (3) for outer islands package expected to be awarded by Q4 2022; (vi) construction and demolition waste processing plant package was advertised (third rebidding) and expected to be awarded by Q1 2023; and (vii) Thilafushi harbor rehabilitation works contract, including end of life vehicles dismantling workshop, completed and commissioned in Q1 2022.Output 2: (i) island waste management centers package was advertised and expected to be awarded in Q4 2022; (ii) design of collection equipment for all (15) outer islands has been finalized; and (iii) Public Awareness and Community Capacity Building (PACCB) consultant (non-governmental organization) conducted community consultations with all outer islands in the project area and assessed communities' capacity and perceptions on SWM, which were summarized in a Rapid Assessment of Perception report. Training and communication plan and strategy were also prepared.Output 3: (i) PACCB consultant conducted a focused group discussion in Greater Male and assessed capacity and perceptions on solid waste management, and training and communication plan and strategy were finalized; (ii) relevant staff of Waste Management Corporation Limited (WAMCO) received training on improved business planning and cost-based fee preparation/ revenue enhancement, and a recommendation report to strengthen capacity in this area was submitted in April 2021; (iii) WAMCO's staff in Thilafushi were trained on improved dumpsite operations, including machine operations, maintenance and health and safety measures conducted in August 2021, November 2021, April 2022 and August 2022; and (iv) other capacity building training and/or workshops on disaster risk reduction and collection equipment maintenance started in March 2022 and are ongoing. |

Environmental Aspects | The MOE prepared an environmental assessment and review framework for output 2, including site selection and design criteria as well three draft initial environmental examinations with environmental management plans for subprojects requiring civil works: (i) transfer stations in Male and Villimale; (ii) construction and demolition waste processing plant, ELV dismantling workshop, and waste vessel harbor rehabilitation; and (iii) a sample island waste management centers. All project locations are outside sensitive areas and impacts will be avoided or mitigated through measures identified in the environmental management plans. No category A projects are allowed. The environmental assessment and review framework and the initial environmental examinations were disclosed on the websites of ADB and the MOE. |
