|Status of Implementation Progress (Outputs, Activities, and Issues)||
Surveys, studies and analysis relevant to the PIM system and business process analysis have been completed by the consultant team, respectively the team developed manual on business process and system improvement along with the public investment management information system solution and it is approved by MOF. Overall progress is 86.19%. The remaining works on business process and system improvement is planned to be carried out during the PIMIS development and testing by the team of consultants.
MTA established working group to develop manual on business process in December 2017 and the work is completed. The manual on business process and system improvement was approved by the head of MTA in December 2018.
Activities planned for PIMIS development are in early stage of implementation and tendering. The team of 15 consultants (CS/SSSI) are recruited/assembled and started developing PIMIS, current work progress of the team is 20.5%. Procurement and implementation of GD-10 (PIMIS end-to-end software solution and systems integration) and CS-10-1 (Third party audit consultant for auditing and certification of the PIMIS and ICT systems) will be carried out in later stage of the PIMIS development.
Strategy and work plan for necessary milestones and methodology to create big data warehouse of tax administration and management and required activities to develop Big Data management capability are developed. Necessary software licenses of Oracle, Cloudera, Tableau and Talend are provided and in use (CS-05, CS-06, & GD-04). Tax administration web platform and kiosk design development and upgrading (CS-03) is in post contract maintenance period with 87.5% progress.
Necessary ICT equipment was provided to public investment units of all aimags and relevant agencies (GD-06, RFQ-03, & RFQ-04). Supply of necessary ICT infrastructure equipment for new data center, and relocating service of existing data center and Archive unit of the MOF (GD-02, RFQ-03, & RFQ-04) are in the process of supplying and tendering.
ICT equipment and software were supplied, installed and configured for TAIS.
High-speed VPN network is installed in 300 points in 21 provinces and capital city districts in Mongolia connecting all tax offices to TAIS. Total of 23,640 meters of optic fiber cable was installed. Electric supply system and air ventilation system works are completed at the National Data Center (GD-07 & GD-08). Supply of some necessary ICT infrastructure equipment divided into 5 lots, and lot#1, 2, & 5 are contracted and in the process of supplying, and remaining lot# 3 & 4 are in the process of tendering.
Construction works of the data center building is in the process with 73.13% completion rate. Data center related consultancy woks are progressing as the construction advances.
All consultants under this indicator are mobilized, studies and system analysis are completed and approved by MOF. PIMIS system integration works are started and slowly progressing. Currently, 2 internal systems (Treasury system GFMIS and Registration system for authorization at Finance and Information center of Customs and Tax offices) and 5 external systems (Glass account system, E-land system, Mongol bank system-CamService, Construction development center system, and e-tender system) are connected to the PIMIS.
For PIMIS, recruitment of help desk officers designed to support system users and provide feedback to maintenance team are not yet due. For TAIS, supply of system software licensing is in the process of supplying and tendering (GD-03-1, RFQ-07, & RFQ-08).
