Status of Implementation Progress (Outputs, Activities, and Issues) | The technical specifications for related contract packages are to be developed by the PIMIS consultants. Recruitment of consultancy package CS-06 completed in May 2020, the remaining two contracts are in the process of recruitment to be awarded in July 2020. Contract package GD-06 is at contract signing process. The technical specifications for GD-02 are to be developed by the PIMIS consultants. In progress, the installation of VPN network with 2MB speed in 300 soums in Mongolia is being carried out. VPN network is installed and in use VPN network with 20MB speed installed in tax offices at 21 provinces and Baganuur, Nalaikh and Bagakhangai districts; VPN network with 100MB speed installed at tax offices in Municipal tax office, Bayanzurkh, Bayangol, Chingeltei, Sukhbaatar, Songinokhairkhan and Khan-Uul districts. Contracts referenced as GD-03 and GD-07 are awarded and being implemented. Contract for GD-09 is planned to be awarded in August 2020. Detailed engineering design is in process with 78% progress. Contracts for consultancy services CS-08 and CS-12 are awarded, and mobilized. Interfacing and integration works to commence upon completion of manual on business process and system improvement. To commence upon completion of the PIMIS. Contract for GD-04 is under bid evaluation since its opening on 9 June 2020. Project PIMIS consultants are all recruited and mobilized from April/May 2020. Consolidated work plan of the project consultants to develop the manual on business processes and system improvement for PIM is finalized and approved in June 2020. The manual on business process and system improvement is to be completed within 6 months as per the consolidated work plan. MTA established working group to develop manual on business process in December 2017 and the work is completed. The manual on business process and system improvement was approved by the head of MTA in December 2018. Upon request by the MoF, a change in implementation arrangements (addressing changes in PIU staffing and changes in the Government's and ADB's financing shares) is under preparation. The request was complicated in nature and went through various iterations, but has been submitted for approval on 30 September 2020. |
