Description of Outcome | Sustainable, equitable, and reliable access to electricity for the population in Kalimantan, Maluku, and Papua enhanced. |
Progress Toward Outcome | 1. Number of PLN customers: 6.39 million against ADB 2021 and 2022 targets of 6.12 million and 6.38 millions respectively 2. Additional poor households provided with PLN electricity increased: 67,390 poor households against ADB 2021 and 2022 targets of 51,808 and 73,368 households respectively; 12,912 female-headed households against ADB 2024 target of 11,243 households 3. Reliability of electricity supply improved: 1.94/100 ckm below ADB 2022 thresholds of 15.59/100 ckm 4. Improved time use reported by women and men as a result of electricity access: . PLN is preparing procurement of the national survey firm to conduct baseline survey and data gathering in April 2023 . End line study will be initiated with data collection in 2024 and final report in 2025. |

Status of Implementation Progress (Outputs, Activities, and Issues) | Output 1: 56,652 ckm (cumulative) against ADB 2021 target of 56,685 ckm and 2022 target of 58,792 ckm Output 2 (i) 1,302.1 MWh, below 2018 baseline of 3,309 MWh. PLN plans to meet DLI 5 targets significantly in 2025 through PLTS revitalization, PLTS de dieselization and PLTS upgrades. Budget request and procurement process are ongoing for the above programs and (ii) PLN will conduct procurements for international consultants and EPC service for PLTS upgrades. Outcome from 10 PLTS upgrades that will be conducted in 2024 on remote monitoring and hybridization using EMS will be incorporated by international consultants in the training module in early 2025. Output 3: a. Asset and waste management 2020(i) target: inventory of used equipment for disposal as of 2019 was prepared by all 5 UIWs; 2021(i) and 2022 (i) targets: 3 out of 5 UIWs inventory of used equipment for disposal as of 2019 (51.38%) was approved by PLN Board of Commissioners in January and April 2022 and PLN is preparing for their disposals; 2020(ii),2021(ii), and 2022 (iii) targets: cumulative 9 out of 10 (2021 target) warehouses have secured environmental documents from the relevant regulatory agency; b. Consumer education workshop 2020 (ii) 4 out of 5 UIWs have conducted consumer workshop. 2021 target: partially achieved with all 29 UP3s have conducted consumer workshop. 2022 target: 6 out of 29 UP3s have conducted consumer workshop. c. Integrated eProcurement and system application product/ SAP: 63.89% contracts are recorded in the integrated system against ADB 2021 target of 50% and 2022 target of 60%; d. The 2021 PLN Sustainability Report has been published on 30 June 2022 and the material for the social impact of electrification has been included in the report. |
