The Government of Bangladesh has requested a transaction technical assistance (TRTA) from the Asian Development Bank (ADB) to prepare an investment project for developing and expanding the transmission network in southern and western zones of the country. This TRTA is required to prepare all documents for the core subprojects. To satisfy ADB's due diligence requirements, the depth and coverage of technical, financial, and economic analyses will be verified, reviewed, updated, strengthened, and presented in the prescribed format. Supplementary analyses on social and environmental safeguards also need to be prepared to comply with ADB requirements. The TRTA resources will be used to prepare these additional analyses and documentation to be considered by ADB Board.

Description The Government of Bangladesh has requested a transaction technical assistance (TRTA) from the Asian Development Bank (ADB) to prepare an investment project for developing and expanding the transmission network in southern and western zones of the country. Project Rationale and Linkage to Country/Regional Strategy The main output of the TRTA will be a project feasibility report consisting of (i) Bangladesh power sector assessment including how the project outputs are integrated into national power development master plan; (ii) updated problem tree analysis and design and monitoring framework; (iii) technical, economic, financial, and governance due diligence, and detailed project cost estimates; (iv) risk assessment, procurement plan and implementation schedule; and (v) social and environmental safeguard documents initial environmental examinations or environment impact assessments in case of category A, and summary poverty reduction and social strategy, gender action plan and resettlement plans in Bangladesh

During Project Design A series of consultations with key stakeholder groups and communities have been conducted during project preparation, and communities' inputs have been incorporated into the project design.

Business Opportunities
Consulting Services An international consulting firm and an international individual consultant will be engaged to provide a total of about 42 person-months of consulting services (38 person-months from a consulting firm and 4 person-months from an international individual consultant) as shown in Table A.3.3 following the quality- and cost-based selection method with a qualitycost ratio of 90:10, and using biodata technical proposals. The consultants will be recruited directly or through a firm. The consultants will be engaged by ADB in accordance with ADB's Guidelines on the Use of Consultants (2013, as amended from time to time).
