Strengthened capacity of national statistical offices to provide relevant disaggregated data for policy and targeted interventions to support vulnerable groups.

Progress Toward Outcome

1.For component 1, the project team conducted a desk research to take stock of previous and existing initiatives on disaggregation of official statistics and available types of data sources. The results of this activity also identified the potential countries for inclusion in the country-case studies. The project already received no-objection from the Philippines and Thailand. The project team also met with international organizations and other development partners such as UNESCAP, Paris 21, Pulse Lab Jakarta, World Bank, ILO as well as colleagues from Mongolia Resident Mission to discuss potential areas of collaboration.

2. For component 2, the KSTA will also provide statistical capacity building activities such as training programs and knowledge-sharing workshops for the institutionalization of statistical business registers, global value chain (GVC) statistics and analysis, as well as the compilation of extended supply and use tables, input-output tables, and social accounting matrices.

Status of Implementation Progress (Outputs, Activities, and Issues)

1. For component 1, the inception workshop is currently being organized which will be held in Manila in May 2018. Recruitment of experts for small area estimation and big data analytics is on-going. The KSTA also co-organized the session entitled 'Localizing Statistics: The Grassroots of SDG Statistics at the 2017 International Conference on Sustainable Development Goals Statistics on 4 October 2017 in Manila. The project team also organized a seminar on 'Use of Big Data for Official Statistics at the Philippine Statistical Research and Training Institute on 16 March 2018.

2. For component 2, partnership with CAREC Institute and CWRD for the national and regional workshops has been initiated. Participants from respective national implementing agencies statistics office will be invited and external experts as resource persons will be engaged. The planned inception workshop will be held in Almaty, Kazakhstan in June 2018. We have already received concurrence of participation of 5 countries from the Ministry of Finance, namely: Azerbaijan, Kazakhstan, Kyrgyz Republic, Pakistan, and Tajikistan and awaiting approval/concurrence from Turkmenistan and Uzbekistan.

Consulting Services The TA will be implemented from September 2017 to March 2021 and finance 157 person-months of consulting services: eight months international, 149 months national, and one person-month of Resource Person inputs.
Procurement The consultants will be selected and engaged by ADB in accordance with the Guidelines on the Use of Consultants (2013, as amended from time to time) and lump sum payments and output-based contracts will be considered for consulting services. Procurement of equipment, computer hardware and software will follow ADB's Procurement Guidelines (2015, as amended from time to time). Equipment purchased will comply with ADB guidelines on accountability of assets purchased under technical assistance, and disposal will follow the procedures as per relevant project administration instructions. A certificate of turnover or disposal will be submitted at the end of the TA implementation.
