Description

This knowledge and support technical assistance (KSTA) has been conceptualized with the objective of enhancing the statistical capacity of the National Statistical Systems (NSS) of selected developing member economies (DMEs) in Asia and the Pacific using technological tools. As the second phase of a new series of enhanced statistical capacity building projects managed by the Development Economics and Indicators Division (ERDI) of the Economic Research and Regional Cooperation Department (ERCD) , the TA directly supports the Sustainable Development Goals (SDGs) through technological innovations and capacity building across five domains: (i) the development of a customizable software to digitize sampling frames for administrative and survey data, (ii) enhanced compilation of national accounts and improved statistical infrastructure, (iii) quality labor statistics using modern standards and methods, (iv) data dissemination, and (v) knowledge sharing on technological innovations in statistics.

The proposed project is part of the approved 2018 Work Plan of the ERCD and is linked to the Global Action Plan for Sustainable Development Data through SDG target 17.19 which aims to, _build on existing initiatives to develop measurements of progress on sustainable development that complement gross domestic product and support statistical capacity building in developing countries_. The project is also in line with the draft framework of Asian Development Bank's (ADB's) Strategy 2030 , wherein both DMEs and ADB have _pledged support to the SDGs and the related Financing for Development Agenda_.

Project Rationale and Linkage to Country/Regional Strategy

High-quality, timely, disaggregated, and easily accessible data are of paramount importance to monitor the progress made towards the objectives of the 2030 Development Agenda. The application of technology in statistics can significantly improve the timeliness and efficiency of collecting, processing, safeguarding, and disseminating SDG data, alongside reducing costs and facilitating an integrated and seamless information flow across multiple data stakeholders.

While national statistics offices (NSOs) in the region have made significant progress in compiling data relevant to the SDGs, they have not been at the forefront of harnessing the power of information and communication technology for such purposes. Statistics in most DMEs continue to be compiled through relatively outdated and costly means, adversely affecting their quality, relevance, timeliness, and detail. Many internationally mandated recommendations relating to statistical standards, definitions, concepts and frameworks are yet to be fully implemented in the DMEs and traditional data release and dissemination methods limit not only the reach of the NSOs but also the usability of the data and statistics they produce.

During Project Design The TA is designed to increase data driven monitoring of development goals and evidence-based policymaking. The TA will support knowledge outputs through innovative information and communication technology infrastructure, techniques, data sources, and methods to strengthen capacity of NSSs in five specific areas: (i) sampling statistics, (ii) national accounts and statistical infrastructure, (iii) labor force statistics, (iv) data dissemination, and (v) knowledge sharing to provide timely and reliable SDG indicators.
During Project Implementation

During the implementation of the TA, the implementing agencies and/or pilot DMEs will be chosen using the following criteria: (i) DME should be currently engaged in developing at least one of the areas listed in paragraph 5; (ii) DME should have access to relevant records of survey, census, administrative data, and/or a specific type of innovative data source, that are either publicly accessible or can be made accessible to the ADB project team; (iii) DME should have qualified pool of staff who can be trained in the use of the tools/methods/frameworks developed/applied under this TA; and (iv) DME should be keen to incorporate such tools/methods/frameworks into their organization's activities to ensure sustainability.

TA is envisioned to contribute to the advancement of NSOs and other line ministries comprising of the NSS through statistical and technological capacity building initiatives to meet the increased data requirements of the SDGs. It will also provide opportunities for promoting comparative studies by inducing adoption of international statistical standards and enhanced dissemination of data by modern means.

Consulting Services All consultants will be engaged by ADB in accordance with ADBs Guidelines on the Use of Consultants (2013, as amended from time to time) and in accordance with ADB's Procurement Policy (2017, as amended from time to time).
Procurement The TA requires both micro and macro data. The datasets will be procured from DME agencies as well as other research institutions. Equipment such as laptop computers and software may also be procured for the TA where needed. Procurement of data, equipment, and software will be in accordance with ADB's Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. For the equipment, a certificate of equipment turnover or disposal will be submitted at the end of the TA implementation.
