Project Rationale and Linkage to Country/Regional Strategy

Learning from international urban upgrading and redevelopment projects, the Municipality of Ulaanbaatar (MUB) is seeking to pilot appropriate ICT innovations in promoting redevelopment of Ulaanbaatar ger areas at a small scale, before replicating success to all ger areas. Tranche 1 of the Ulaanbaatar Urban Services and Ger Areas Development Investment Program provides an ideal environment to pilot ICT applications for urban redevelopment in ger areas, thanks to the extensive preparation work carried out in urban planning, community engagement, as well as economic and infrastructure development. These existing works have laid down a foundation of reliable data, rich content and strong capacity to facilitate ICT applications. But ICT applications will also contribute to enhance the development objectives of Tranche 1. The customized ICT tools piloted under this TA will introduce innovative ways to carry out existing tasks and hopefully enhance efficiency and effectiveness of the Tranche 1 interventions.

This TA is aligned with the Mongolian Government's Adjustments to the Ulaanbaatar City Urban Development Master Plan 2020 and Development Directions 2030 (approved in February 2013).

During Project Design During reconnaissance and fact-finding missions, TA team met with relevant partners with similar programs including Asia Foundation, Ger Community Mapping Center, technology partners (What3Words and Check My Service), start-up organizations (Unread Mongolia and Start Up Mongolia), and NGOs (Global Shapers Community Ulaanbaatar Hub) to discuss scope for engagement and collaboration.
During Project Implementation

During implementation, TA team continues to consult with relevant stakeholders including agencies in Municipality of Ulaanbaatar (Industrial Development and Innovation Agency, Department of Public Administration, Department of Information Technology, and Municipal Public Service Center), technology partners (What3Words and Check My Service), start-up organizations (Unread Mongolia and Start Up Mongolia), and NGOs (Global Shapers Community Ulaanbaatar Hub) to further detailed scope for collaboration.

Recruitment of consulting firm and project coordinator were completed by April 2018 to deliver a total of 44 person-months of consulting inputs (11 person-months of international and 33 person-months of national inputs) for the three outputs. Consulting services commenced on 24 April 2018. Progress to date is satisfactory. The final report of the consultants has been submitted and approved. The TA completion date has been extended until 31 December 2020 to be able to finalize all activities including the opening of the business incubator center.

Business Opportunities
Consulting Services International and national specialists will be recruited to deliver a total of 44 person-months of consulting inputs (11 person-months of international and 33 person-months of national inputs) for the three outputs. A consulting firm will be engaged for a total of 38 person-months of consulting inputs (5 person-months of international and 33 person-months of national inputs), and an international individual consultant will be engaged for a total of 6 person-months. ADB will engage the consulting firm and individual consultant in accordance with the ADB Procurement Policy (2017, as amended from time to time) and the associated project administration instructions and/or TA staff instructions. The quality- and cost-based selection method will be used in recruiting the firm, with a 90:10 quality cost ratio, using simplified technical proposal procedures. The firm must demonstrate international expertise and local experience in Mongolia. The individual expert will be engaged using the individual consultant selection method.
