It will be aligned with the following impact: ensure safe water supply, sanitation, and hygiene for all, leading to better health and well-being. The project will have the following outcome: access to sustainable and inclusive continuous drinking water, sanitation and SWM services improved in the project area.

Project Rationale and Linkage to Country/Regional Strategy

The Chattogram Hill Tracts region, in southeast Bangladesh, comprises a mostly hilly area of about 10% of the country's territory (13,294 square kilometers) across three districts (Bandarban, Khagrachari, and Rangamati). The region is one of the most disadvantaged and least developed areas in the country. Around 56% of its population belongs to 11 different small ethnic communities (SEC). Poverty rate in project area is 37% in Bandarban, 61% in Lama, and 24% in Rangamati, with higher incidence in SEC. People living in Bandarban, Lama, and Rangamati pourashavas suffer from inferior urban services when compared to the country's average. Less than a third of their population has access to safely managed drinking water supply with most of households relying on a shared tube well as source, often located in remote points which are difficult to reach. Sanitation and SWM services are also insufficient because of poor containment, collection, and treatment infrastructure. More than 90% of fecal and solid waste ends up in the environment with no treatment or stagnates in proximity to urban dwellings creating unsanitary conditions. Unmanaged waste often clogs drainage systems and increases the impact of urban floods. As a result, people in the three pourashavas sacrifice productive time collecting water and/or coping with waterborne or vector-borne diseases.

In pre-COVID-19 scenario, women in Bangladesh performed 3.4 times more unpaid domestic care work (including collecting water, emptying latrines, and managing solid waste) compared to their male counterpart. Closures and lockdowns due to the pandemic further exacerbated the burden of unpaid care work on women. Inclusive safely managed drinking water supply, sanitation, and SWM services will improve lives of women and girls, SEC, and other vulnerable groups (e.g., people with disabilities and older people) by saving considerable time spent on unpaid work and/or resources in coping with waterborne and vector-borne diseases, and strengthen their resilience to the impact of climate change or pandemics like COVID-19.

Bangladesh is one of the most vulnerable countries in the world to geophysical events and the impacts of climate change because of its unique geographic location, high population density and poverty, and low level of infrastructure. Urban floods, landslides, cyclones, and extreme heat are among the most significant climate-related hazards in the project area. These are expected to exacerbate because of climate change with implications on human health and safety. The CHT area has emerged as the most vulnerable in the country to changes in average weather and become a major hotspot for outbreak of vector-borne diseases. The project will mitigate the impact of climate change and disaster risks through resilient water supply systems from sustainable surface sources. Improved fecal sludge management and SWM will decongest drainage systems reducing urban floods and water logging (a conducive environment for water- and vector-borne diseases) and reduce greenhouse gases.

The Eight Five Year Plan and the Perspective Plan 2041 of the Government of Bangladesh recognize the need to provide sustainable and resilient urban infrastructure to sustain the economic growth and address poverty and equality issues, especially in the CHT. The Plans explicitly refer to heavy investments in critical urban services like water supply, drainage sanitation and waste management, and identifies CHT as one of the priority regions. The project will be also aligned with the National Strategy for Water Supply and Sanitation (2014), and National Action Plan on Institutional and Regulatory Framework for Fecal Sludge Management (2020), which set key principles, responsibilities and regulations for the water supply and sanitation sector.

The project will incorporate the following lessons from ADB's previous urban development and water operations in Bangladesh: (i) apply a holistic multisector approach to maximize investments effectiveness, sustainability, and efficiency; (ii) incorporate disaster- and climate-resilient designs; (iii) strengthen governance and local government capacity in sustainable O&M; (iv) ensure high quality and readiness at entry to avoid implementation delays; (v) raise awareness and strong community commitment for sustainable outcomes; and (vi) mainstream gender equality and social inclusion (GESI) dimensions based on experiences in implementing GESI action plans
