Project Rationale and Linkage to Country/Regional Strategy

The distribution sector in Meghalaya needs significant investment in infrastructure, including information technology interventions, to turn around the technical and commercial performance of the distribution utility [Meghalaya Power Distribution Corporation Ltd. (MePDCL)]. As per the Ujwal DISCOM Assurance Yojana (UDAY) guideline, the state needs to achieve an aggregate technical and commercial (AT&C) loss target of 15% of generation by FY2020. This envisages aggressive and targeted loss reduction activities within a few years like metering of 100% of consumers, rehabilitating and increasing capacity of distribution transformers, and feeders, and introducing smart meters. The overall AT&C losses of MePDCL in FY2017 was approximately 34.76%. The technical losses are due to overloaded and aging distribution network, and commercial losses result from inefficient metering and billing system. The system loss situation is likely to exacerbate with rapid electrification in the rural areas under flagship programs like Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) and Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) of the Government of India. The number of rural households yet to be electrified under the SAUBHAGYA scheme is approximately 139,000.

Hydropower potential in Uttarakhand has been estimated at 20,000 MW, out of which only 3,600 MW have been developed. About 3,100 MW of new hydropower plants are under construction in the Alaknanda River Basin and about 1,800 MW are expected to be commissioned by 2019. Hence, the expansion of transmission network will play a vital role, not only in power evacuation from new generation projects, but also in reducing potential overloading in the existing substations.
