The project readiness financing will help review the government's priority projects and develop project pipelines for ADB financing. It will improve the readiness of water resources management priority projects by (i) completing the detailed design, and procurement and safeguards documents met with ADB requirements and procedures of the five priority projects; and (ii) improving the capacity of executing and implementing agencies for project implementation readiness. Thus, the project will contribute to the improvement of the irrigation infrastructure that will enhance water availability and increase productivity of the agriculture sector in the Punjab, and subsequently alleviating rural poverty, and improving food security and economic growth.

Project Rationale and Linkage to Country/Regional Strategy | Agriculture production in Punjab has benefitted from the Indus Basin Irrigation System (IBIS) that provides irrigation water to 15 million hectares (ha) of land, of which about 60% lies in Punjab. The IBIS is the lifeline of the Punjab agriculture sector. However, deteriorated century-old structures and inefficient water management within irrigation schemes and/or on-farm resulted to the unreliable surface irrigation water delivery in the IBIS. Some cultivable lands in Punjab remain outside of the IBIS and rely on unpredictable scarce rainfall or ground water that may lower the water table. Although the Government of Punjab has placed a high priority on improving irrigation infrastructure and its efficiency, additional efforts are required for improved agriculture productivity and water-use efficiency to achieve economic growth target and food security in the province. | ||||

Consulting Services | ADB will recruit a consulting firm to implement TA activities using quality- and cost-based selection with a 90:10 quality cost ratio. ADB will also recruit international and national individual consultants whose expertise will not be available through a firm. Advance procurement will be applied to recruit consultants. ADB will engage the consultants and carry out procurement following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. The TA will require 24 person-months of international and 94 person-months of national consulting services (footnote 23). During TA implementation, additional expertise on agricultural engineering, climate change, livestock development, financial management, and public-private partnerships may be required; estimated inputs are 3 person-months of international consulting services on an individual basis and 6 person-months of national consulting services through a firm, which will be financed from the TA contingencies. |
