Status of Implementation Progress (Outputs, Activities, and Issues)

1. The TA was approved on 30 0ctober 2018 and became effective on 22 November 2018. The TA completion date is 30 September 2020. A team comprising of 3 national and 2 international consultants was recruited in April 2019.

2. The inception workshop was held on 3- 4 June 2019 with the Legal and Treasury department of Ministry of Finance(MOF). An work plan with a revised timeline were agreed during the inception mission. During discussion at the inception meeting and mission, the CPPPC and MOF suggested conducting research at the provincial level, in addition to the legislative research conducted on the national legislation. This is because fiscal reporting and PPP implementation are typically done at the local and provincial level, and the assessment of capacity, legal, budgetary and other issuescan be better understood through field research focused on a PPP project in one of the provinces. Given the above consideration, two minor changes in financing plan implementation were conducted in July 2019. i) under the Seminar, workshops, forum, and conferences category, inclusion of "National consultation and Field work", in addition to the category on international consultation andworkshops. ii) Given additional research and writing required, extension of international legal consultants' contract to 1.5 months(given heavy scope of this TA's focus on legal frameworks and associated documentation).

3. In July, ADB and consultants fielded local governmental PPP related fiscal management system review mission, visited Hebei and Shandong, conducted workshops with local PPP project owners and financial officers.

4. Originally, midterm workshop was planned in December 2019. Consultants completed draft report and submitted to MOF as scheduled. But the workshop was postponed per the MOF's request.
