Project Rationale and Linkage to Country/Regional Strategy | The knowledge and support technical assistance (TA) cluster on Supporting the Implementation of ADB's Climate Change Operational Framework 20172030 (CCOF2030) was approved by the President on 7 December 2018. The TA cluster will help boost the capacity of developing member countries (DMCs) for meeting their climate objectives by (i) assisting in refining and translating nationally determined contributions (NDCs) into climate investment plans, which may be implemented with assistance from the Asian Development Bank (ADB); (ii) improving DMCs' access to external public and private climate finance, including support for innovative financing mechanisms; and (iii) developing methods and approaches to establish baselines and monitoring tools for indicators to measure and gauge DMC progress on climate actions and ADB's contribution to these actions. The TA cluster is strongly aligned with ADB's institutional strategy, Strategy 2030, which highlights tackling climate change, building climate and disaster resilience and enhancing environmental sustainability as one of ADB's operational priorities, i.e., operational priority 3. Through the implementation of the overall TA cluster, ADB will establish a dedicated NDC support platform ('NDC Advance ) through which it will provide technical assistance to DMCs to help convert NDCs into bankable climate investment plans, implement innovative financing mechanisms to mobilize finance for priority areas and projects under their NDCs, and monitor how they are meeting the objectives under their NDCs. |

Status of Implementation Progress (Outputs, Activities, and Issues) | Output 1: Two regional workshops have already been completed which strengthened DMCs knowledge and skills on climate investment planning. The first was the Subregional Workshop on Advancing NDCs in South Asia held last September 2019 and participated in by representatives from South Asia Co-operative Environment Programme (SACEP) member countries (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka). The other was the regional workshop on the Role of Green Financial Institutions in Supporting NDC Implementation completed in October 2019 and participated in by representatives from government ministries and regulatory agencies; finance institutions; and academe; from selected DMCs. An international consultant assisted the Indonesia Resident Mission facilitate better integration of ADB's cooperation and support with the country's development and climate priorities. He also provided climate-specific inputs on Indonesia's new CPS 2020-2023 specifically in the identification and prioritization of climate change investments and projects to implement the country's NDCs. As a follow-on support, the consultant assists in the origination of pipeline of investments for the new CPS. A knowledge product is also being prepared to provide an overview of the status of NDCs in ADBs DMCs as well as to inform NDC Advance's prioritization of support areas to DMCs for effective NDC implementation. Output 2: In Georgia, Armenia and Uzbekistan, the Subproject TA is supporting the mainstreaming of low carbon and climate resilience measures into urban planning processes, investment planning and ADB's urban project pipeline, with consultants undertaking urban climate assessment (climate risk profiles, urban risk maps and vulnerability assessment reports). In Pakistan, a scoping study has been completed to identify priority investments for climate-resilient infrastructure and livelihoods in Sindh coastal areas. Consultants have completed assessments of the climate change-related risks on livelihoods and infrastructure and a concept note for a climate-resilient investment had already been developed. These assessments are aimed at supporting DMCs to identify/develop priority climate projects that are implementing their climate commitments under the NDCs. Discussions are ongoing to establish support for other DMCs including: Mongolia (relating to NDC Partnership's Climate Action Enhancement Package request on fast tracking its NDC implementation); Republic of Marshall Islands (development of its National Adaptation Plan); Philippines (climate investment planning); and Sri Lanka (building capacity of government for adaptation and mitigation investment planning). |
