India: Jharkhand Urban Water Supply Improvement Project
The proposed Jharkhand Urban Water Supply Improvement Project will support urban service improvement and policy initiatives of the Government of Jharkhand. The project will finance water supply infrastructure in the state capital of Ranchi, and three other towns (Hussainabad, Jhumri Telaiya, and Medininagar) located in economically and socially backward areas of Jharkhand. The Project will address capacity and institutional governance issues in the sector. This is ADB's first urban sector project in Jharkhand, and aligned to Jharkhand's Vision & Action Plan, 2021 of developing sustainable cities that are spatially, economically, and socially inclusive, and India CPS of inclusive growth of low-income states.

Project Rationale and Linkage to Country/Regional Strategy | The project will establish comprehensive water supply system up to household water connection and will complement ongoing efforts of the Government of Jharkhand for water supply infrastructure and service improvement and institutional reforms under various national flagship programs. Status of Implementation Progress (Outputs, Activities, and Issues) | Output 1: Construction works (CW) at 2 sited (GLSR & WTP) for Ranchi water supply subproject commissioned on 22-10-2021. For Hussainabad water supply subproject, the contractors have already mobilized and started preparatory activities. The approval of the National Mission for Clean Ganga for intaking water from Sone River is expected by 31-07-2022. Jhumri Telaiya water supply subproject re-tender was floated. The revising cost of the Medininagar water supply subproject is in process. The tender will be floated in July 2022. Ranchi intake well with forebay channel having capacity of 370 MLD administrative approval was done and the tender has been floated on 14-05-2022.PMC for all civil works packages have been appointed and already mobilized at sites. For PMU-Consultant Contract, negotiation will be done after obtaining approval from competent authority. Output 2: Strategy consultant RFP has been shared with shortlisted consultant and the last date of submission of proposal is 30/05/2022. The technical evaluation is currently ongoing. |

Summary of Environmental and Social Aspects | |

Environmental Aspects | The subprojects are mostly located in and around urban areas where there are no notable environmentally sensitive areas or physical cultural resources. Initial environmental examinations (IEEs) were conducted and IEE reports for five subprojects have been prepared and disclosed. The subprojects are not likely to cause significant adverse environmental impacts that are irreversible, diverse, or unprecedented. The environmental impacts during construction and operations are site-specific, short in duration, and can be avoided and/or mitigated through design considerations and by measures identified in the environmental management plans. The contractors are required to submit site-specific EMPs, and appoint environment, health, and safety officers prior to commencement of works to ensure compliance with local laws, and regulations on labor and workers. |
Involuntary Resettlement | A resettlement and indigenous peoples plan for Ranchi's water supply subproject, and due diligence reports for balance four subprojects (where no potential involuntary impacts are expected) have been prepared and disclosed. The land required for construction of various subproject components is government owned. Temporary livelihood impacts to 49 shopkeepers during construction are expected in Ranchi. JUIDCO will provide compensation for temporary loss of income and assistance prior to the start of civil works. The proposed mitigation measures and safeguard planning documents are adequate to address the assessed temporary livelihood impacts. |
Indigenous Peoples | According to 2011 census data, Jharkhand had a population of 32.99 million, of which 8.65 million were members of scheduled tribes. A scheduled tribe population of 218,798 in the project towns will benefit from the project. Scheduled tribe households will benefit from the project. The indigenous peoples impacts have been assessed as positive and the combined resettlement and indigenous peoples plan document for Ranchi is prepared. Only five shopkeepers from scheduled tribes will experience temporary loss of income during pipe laying and road construction for a maximum period of 15 days in Ranchi, and compensation will be provided accordingly. |

In addition, about 20 individual consultants in areas of Institutional development, Policy advisory and Safeguards will be engaged. |
