Project Rationale and Linkage to Country/Regional Strategy | The Philippine Development Plan (PDP), 20172022 continues the government's strong emphasis on inclusive growth. Under the PDP, the government has set a strategic target to reach upper middle-income status by 2022. To meet these goals, effective market competition is essential for economic growth as it fosters an efficient allocation of scarce resources and encourages the adoption of modern technology. The project will help the Government of the Philippines implement the Philippine Competition Act (PCA), and will foster the government's capacity to enforce the competition law to promote free and fair competition in economic activities. |

Status of Implementation Progress (Outputs, Activities, and Issues) | March 2021:The Terms of Reference for the consultants and resource persons to work on studies and to conduct trainings have been finalized. Two of these training programs (i)Seminar on Reviewing and Negotiating Competition Provisions/Chapters in Foreign Trade Agreements; and (ii) Online Lecture Series on Industrial Organization and Competition Economics were conducted starting in October 2020. The Seminar on Review and Negotiating Competition Provision/Chapters in Foreign Trade Agreements was conducted in November 2020. This is part of PCC's strategic initiative profile for the year 2020, in order to meet the strategic objective of fostering a culture of competition through advocacy and competition champions. For the project's output on scholarships, scholars from the PCC, NEDA and DOJ, for academic year 2020 were mobilized. Ten scholars, of which six are women, are currently taking their Masters and Doctorate scholarship abroad. Of these, five are Masters in Economics and Non-Masters of Laws, four are Master of Laws, and one Doctor of Philosophy in Economics. ============= The Project became effective on 3 March and a Loan Inception Mission was fielded last on March 2020.As of Sept 2020, the PHI Competition Commission (PCC) , the executing agency of the project, has already completed the engagement of the staff for the Project Management Unit (PMU).The PMU is working closely with the PCC, PSC and Technical Working Group, in operationalizing the scholarship guidelines and requirements to mobilize the academic year 2020 scholars while taking into consideration the evolving situation of ongoing global public health emergency. |

During Project Implementation | The Project Team fielded an Inception Mission to the office of the Executing Agency, the Philippine Competition Commission (PCC) on 6 March 2020. The purpose of the Mission was to: (i) introduce ADB team and meet the staff of the PCC, (ii) discuss implementation plans as specified in the Project Administration Manual; (iii) explain the ADB guidelines for recruitment of consultants, procuring goods and related services, works and disbursement; and (iv) the Project reporting requirements, format and schedule. The PCC Chairperson, Mr. Arsenio M. Balisacan, met the Mission and provided his guidance to the Mission. |
