Environmental Aspects | The project remains as category C for environmental impacts as no adverse impacts and environmental risks are anticipated because the project is not financing civil works. |
Involuntary Resettlement | The project is classified as category C under ADB's Safeguard Policy Statement (2009) as no civil works or economic displacements are envisaged. Therefore, no negative social impacts on involuntary resettlement are expected. |
Indigenous Peoples | There are no indigenous peoples in the project area as per SPS definition. It is categoty C for indigenous people. |

During Project Design | Development partners (DPs) and non-government organizations (NGOs) were consulted during the project design. The work being done by DPs and NGOs was mapped and project would build upon the past and ongoing work without duplicating and overlapping. |
During Project Implementation | The project progress will be shared with the DPs on regular basis during implementation. NGO(s) will be recruited by the project for carrying out capacity building of communities and awareness raising in educational institutions on disaster risk management in districts and cities at high risk. Project will also involve DPs and NGOs in stakeholder workshops during implementation. |

Consulting Services | The consulting services will be required for carrying out required assessments and studies, and support implementation of the activities to deliver the designed outputs. The project implementation consultants (PIC) will also support in financial management, implementation of gender action plan, procurement of goods/equipment and machinery, and monitoring of the project All consultants and nongovernment organizations (NGOs) will be recruited according to ADB's Procurement Policy and Procurement Regulations for ADB Borrowers: Goods, Works, Nonconsulting and Consulting Services. The PIG will be directly responsible for procuring goods and services. The PIG will recruit the construction supervision consultants through quality-and cost-based selection method (90:10). |
Procurement | All procurement of goods will be undertaken in accordance with ADB''s Procurement Policy and Procurement Regulations for ADB Borrowers: Goods, Works, Nonconsulting and Consulting Services. Open competitive bidding (OCB) procurement method will apply to (i) goods contracts valued at least $2.0 million with international advertisements; and (ii) goods contracts valued from $100,001 and $1,999,999 with national advertisements. OCB for goods will use the single-stage, one-envelope bidding procedure. Requests for quotations will be sought for goods and services valued up to $100,000. The bidding documents will be prepared for all procurement packages. The PIG will be directly responsible for procuring goods and services. |

ADB Grant Supports Tajikistan's Efforts in Disaster Risk Management
ADB's Board of Directors has approved a $10 million grant to help Tajikistan prepare and respond to natural hazards and climate change, and reduce the impact of disasters on the people.
