This knowledge and support technical assistance (TA) assists the knowledge-driven operational approach of the country partnership strategy (CPS) for India, 2018 2022 of the Asian Development Bank (ADB) and the associated India Country Knowledge Plan (CKP), 2018 2022. The CPS and the CKP emphasize strategic and analytical studies at geographical (state, regional, corridor), sector, and thematic levels as a means to identify viable development pathways, transformative investment opportunities, and policy advice, while filling critical knowledge and capacity gaps.

|Project Rationale and Linkage to Country/Regional Strategy||
As development challenges evolve faster in a rapidly growing economy, ADB needs to respond to India's evolving needs with quality knowledge solutions in a timely manner. This includes responding to short-term needs with short analytical studies and policy briefs on critical issues, undertaking surveys and initial analyses while awaiting the mobilization of TA resources and expert teams, providing short-term expert inputs and capacity support to government agencies, and undertaking in-country and overseas exposure for government officials in the form of study tours and other knowledge engagements. Knowledge transfer and dissemination also play a critical role in effective and strategic policy decision-making.
Building a knowledge-driven economic development mechanism helps accelerate and sustain strong, robust, and inclusive economic growth in the long term. India has built pockets of knowledge-driven growth, which need to be translated into a broader sphere of its economy. To strengthen the country's knowledge-driven development, the range of knowledge services, approaches, and models based on best practices from successful knowledge-based advanced economies needs to be developed, and the unique knowledge and strengths of the country need to be exploited by aggressively pursuing and applying new technologies. The TA aims to meet India's knowledge needs within the framework of the CPS and Strategy 2030.

Capacity of government agencies through support for (i) Compliance with Business Reforms Action Plan and District Reforms Action Plan to improve the East of Doing Business in Tamil Nadu, (ii) Regional Planning Framework in Tamil Nadu, (iii) Consultation Workshop for Department of Personnel and Training, May 2019, (iv) International Conference on Urban and Regional Development, September 2019, Delhi, (v) Study tour of officials from Ayushman Bharat, Government of India, to the Republic of Korea in October 2019, (vi) Private Sector and Government Stakeholder Workshops on NEEC, SASEC and PRF in November 2019, Kolkata
3. Dissemination of knowledge through (i) publications on Enhancing Manufacturing Competitiveness in Rajasthan; Industrial Parks Rating System; Assam: Expressway to ASEAN and (ii) conferences and workshops, such as South Asian University's Fifth International Conference on South Asian Economic Development, February 2019, Delhi.
