Linkage to Country/Regional Strategy

The proposed project is in line with ADB's operation plan for the health sector, which supports universal health coverage and identifies investing in health infrastructure, and financing health service delivery as key priorities. Furthermore, supporting finance sector development is a key focus of

development assistance for ADB. As noted, the proposed project builds upon previous support that ADB has provided to the leasing industry and health sector in the PRC. The project includes a gender action plan consistent with ADB's operational priority of accelerating progress in gender equality.

Environmental Aspects Since the project will only finance the lease or purchase of modern medical equipment as well as hospital fixed-asset investments through sale and leaseback transactions, most of FEH's transactions under the loan will have minimal or no adverse environmental impacts and are unlikely to entail impacts on involuntary resettlement and indigenous peoples.
