Project Rationale and Linkage to Country/Regional Strategy | Gross domestic product growth in India averaged about 7.2% annually from fiscal year (FY) 2000 to FY2017, underpinned by increased energy consumption. Annual carbon dioxide emissions from fuel combustion have grown even faster, from 0.89 billion tons in 2000 to 1.87 billion tons in 2013 to 2.02 billion tons in 2016. The energy mix in India is still largely based on fossil fuels and is dominated by coal even though the country is striving to achieve cumulative 175 gigawatts of renewables by 2022. India's energy-efficiency potential remains largely untapped, with potential annual energy savings of more than 220,000 gigawatt-hoursequivalent to about 17% of the country's total power generated in FY2019. | ||||||||||||||||

Status of Implementation Progress (Outputs, Activities, and Issues) | Energy efficient technologies (distributed solar PV, smart meters, and electric vehicles) installation/deployment and end-user energy efficiency awareness program are ongoing in eligible states. A consulting firm for implementation of Gender Action Plan was engaged in 5 November 2021. Procurement of consulting services for scaling up e-mobility under the TA9874-IND is ongoing and is expected to be onboard in October 2022. |

Consulting Services | The consultants have been engaged to support EESL for implementation of project financed by the Clean Technology Fund, and EESL will develop e-mobility (2w, 3w, and 4w) in India through piloting supported by a technical assistance financed by Global Environment Facility. |
Procurement | The overall project procurement classification is moderate. EESL has well-developed procurement systems which comply with its own procurement policy as well as Government of India General Financial Rules, 2005. EESL has adopted e-procurement as per Government of India guidelines for all procurements and the system is IT Act, 2000 compliant. Most of procurement under the loan has been carried out and the balance of loan proceeds will be procured to complete the project. |
