Description The project is aligned with the following impact: emissions intensity of economy reduced. The project will have the following outcome: end-use energy efficiency in the project areas increased.
Project Rationale and Linkage to Country/Regional Strategy Gross domestic product growth in India averaged about 7.2% annually from fiscal year (FY) 2000 to FY2017, underpinned by increased energy consumption. Annual carbon dioxide emissions from fuel combustion have grown even faster, from 0.89 billion tons in 2000 to 1.87 billion tons in 2013 to 2.02 billion tons in 2016. The energy mix in India is still largely based on fossil fuels and is dominated by coal even though the country is striving to achieve cumulative 175 gigawatts of renewables by 2022. India's energy-efficiency potential remains largely untapped, with potential annual energy savings of more than 220,000 gigawatt-hoursequivalent to about 17% of the country's total power generated in FY2019.

Energy-efficient technologies in utility service areas in eligible states (including Andhra Pradesh, Assam, Bihar, Delhi, Gujarat, Jharkhand, Maharashtra, Manipur, Meghalaya, Odisha, Rajasthan, Sikkim, Telangana, Tamil Nadu, Tripura, and Uttar Pradesh) promoted and deployed

End-user energy efficiency awareness increased

Status of Implementation Progress (Outputs, Activities, and Issues) As per the directions of the Ministry of Power, EESL shall only concern itself with the aggregation of demand and shall not go into financing the electric vehicles in any capacity.1570,326 smart meters have been received and installed as of March 2024.Procurement completed for 132 MW Capacity. As of March 2024, total capacity including commissioned and work in progress sites is 74.45 MW.Bid Document for Procurement of additional 140 MW proposed to be issued in Q2/Q3 2024.Out of total 206 women trained, verification of training has been completed for 119 women and balance is in progress which will be completed by Q2 2024.A total of 765 persons including SHG women and school students participated in the "End user awareness sessions on renewable energy and energy efficient technologies" including 642 women.2 sessions for awareness generation on benefits of adopting e-bicycles have been completed.

Summary of Environmental and Social Aspects
Environmental Aspects The Project has been categorized as 'B' for environment owing to the potential environmental risks and impacts of installation of solar plants outside the existing substations. An Environment Assessment and Review Framework (EARF) has been prepared and will be followed by Initial Environment Examination (IEE) reports. The sub projects including those involving solar photovoltaic plants within and away from existing substation premises will involve physical works but are expected to have limited, insignificant, and manageable, direct, and indirect adverse environmental impacts. The adverse impact of these facilities as well as smart meters and e-mobility subprojects will be limited to minor disturbances during installation and construction, mainly associated with transport of materials and equipment to the sites, some land disturbances for additional site development. In addition, in relation to labor, there will be OSH impacts. The impacts are generally temporary in nature and limited during construction. However, solar photovoltaic plants outside of the boundary fence line of existing substations may have locational specific impacts including the routing of any distribution line connection to substations that is associated for power export.
Involuntary Resettlement The project has been categorized as 'B' for involuntary resettlement (IR) owing to the possible IR risks and impacts of the installation of solar plants outside the existing substations and power evacuation lines. The project Resettlement Framework has been updated and will be followed by Social Due Diligence Report (SDDR) or Resettlement Plan as required by the project. EESL has obtained the land from Maharashtra State Electricity Distribution Company Limited (MSEDCL) and Maharashtra State Power Generation Company Limited (MAHAGENCO) on a long-term lease.

Business Opportunities
Consulting Services The consultants have been engaged to support EESL for implementation of project financed by the Clean Technology Fund, and EESL will develop e-mobility (2w, 3w, and 4w) in India through piloting supported by a technical assistance financed by Global Environment Facility.
Procurement The overall project procurement classification is moderate. EESL has well-developed procurement systems which comply with its own procurement policy as well as Government of India General Financial Rules, 2005. EESL has adopted e-procurement as per Government of India guidelines for all procurements and the system is IT Act, 2000 compliant. Most of procurement under the loan has been carried out and the balance of loan proceeds will be procured to complete the project.
