Project Rationale and Linkage to Country/Regional Strategy While regional integration continues to deepen in Asia and the Pacific, regional cooperation efforts are likely to become more challenging as remaining areas of RCI are much more complex. Trade tariffs have come down but other border barriers such as quantitative restrictions, border administration, and clearance procedures will be harder to tackle. The same is true of behind-the-border constraints related to logistics, infrastructure, and institutions. These emerging challenges coupled with the fast-changing economic environment require policy makers to monitor regional economic issues and forge policy responses both nationally and regionally. ADB has the mandate and expertise in producing RCI-related knowledge products. Under its Strategy 2030, RCI is set as one of its operational priorities. Strategy 2030 also underscores the value of ADB's knowledge and research in raising understanding of critical issues for action and contributing to global and regional forums by offering regional perspectives.

Consulting Services Individual consultants will be recruited as needed to provide 126 person-months of international consulting inputs and 870 person-months of national consulting inputs for the cluster TA. Resource persons will be engaged for the conferences and seminars. Hiring a team of individual consultants will provide more benefits for ADB than engaging a firm due to the following reasons: (i) faster mobilization of consultants, (ii) greater control by ADB staff in selecting and managing consultants, and (iii) greater flexibility in engaging experts specializing in a broad spectrum of RCI-related topics.
