| Project Rationale and Linkage to Country/Regional Strategy | Located on the western side of the main island of Viti Levu, and with an urban population of 59,717 (2017 census), Nadi is Fiji's fourth largest city after Suva, Nasinu and Lautoka. Established on the confluence of the Nadi and Malakua rivers, tourism and agricultural production dominate the local economy. With tourist numbers growing 6.4% annually since 2014, Nadi International Airport located 9 kilometres from town was the principal port of 842,884 international visitors in 2017. The prospering tourist industry, accounting for earnings equivalent to 19.1% of GDP (2017), ensures Nadi will remain the commercial and tourism centre of Fiji. As major flood events have consistently and severely interrupted economic activity, the government has continually emphasized the strategic economic importance of protecting Nadi from increasingly regular flood events. | ||||

| During Project Implementation | The first consultative workshop with multi-stakeholders was conducted in 2019 on the flooding situation and related issues in Nadi, together with an overview of the priority project, opportunities, and constraints. Community consultations were conducted in 2019 and 2020 with 35 villages and settlements to increase awareness of project and gather the perceived impacts of the designs to their lives, their communities, livelihoods, and environment. Focus Group Discussions were conducted for 8 selected communities in 2020. The outcomes of these consultations are summarized in the Socioeconomic Baseline Report and Land Scoping Study Report. Both reports have been submitted to government. |

| Consulting Services | ADB will recruit a firm and individual consultants to deliver on the terms of reference. The firm will be recruited using the Single Source Selection and a mix of individual national and international consultants will be recruited for the remaining TA tasks. |
