Description

The Naryn Rural Water Supply and Sanitation Development Program (NRWSSDP or the Program) will be financed by the Asian Development Bank (ADB). The Program (2019-2026) aims to enhance inclusive and reliable access to safe water supply and improved sanitation for rural communicates in Naryn province of the Kyrgyz Republic. The Department of Drinking Water Supply and Sewerage Development (DDWSSD) under the State Agency for Water Resources will be the program executing agency and the Community Development and Investment Agency (ARIS) will be the program implementing agency of the results-based lending (RBL) program.

The RBL program will focus on rural WSS service provision for 43 villages in Naryn province. The program outcome will be inclusive and reliable access to safe water supply and improved sanitation for rural communities in Naryn province. The program outputs are (i) water supply and sanitation infrastructure expanded and sanitation solutions piloted, and (ii) institutional capacities strengthened and sustainability enhanced in the rural water supply and sanitation sector. The RBL is estimated to be $32.9 million. ADB will provide a loan of $13.7 million from ADB's concessional ordinary capital resources and a grant of $13.7 million from ADB's Special Funds resources (Asian Development Fund).

The technical assistance (TA) will support the effective implementation of both outputs of the RBL and is linked with support to Output 2: Institutional capacity and sustainability enhanced in the rural water supply and sanitation sector, under the program. The TA will provide technical advisory support services to the DDWSSD and ARIS for strengthening program systems to effectively manage and implement the program action plan, primarily in monitoring and accurate reporting of the achievements of disbursement-linked indicators (DLIs), other indicators, program and procurement action plans, safeguard, and fiduciary elements. The TA will also recruit a consultancy firm to conduct independent evaluation of achievements against the DLIs and targets. The outputs of the TA are (i) program systems strengthened to implement the RBL program, and (ii) monitoring and evaluation system for program indicators improved.

Project Rationale and Linkage to Country/Regional Strategy The Program will contribute to a portion of the Government of the Kyrgyz Republic's national Strategy for Development of Water Supply and Sewerage Systems in Settlements (SDWSSSS) program, 2016-2026 to improve access to safe and quality water supply and sanitation (WSS) services. The government has requested ADB to support implementation of NRWSSDP. While the government will recruit consulting services to support program implementation.

Consulting Services ADB will engage individual consultants following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. The TA will provide 9 person-months (7 international specialists and 2 national specialists) of consultant services to (i) assist the government with M&E of DLIs, other program results indicators, and program action plan actions; and (ii) provide technical and procurement support to ARIS for effective program implementation. Where possible, use of output-based contracts or lumpsum costs provision for out-of-pocket expenses will be used for simplified disbursement process.
