Strategy 2030, the long-term corporate strategy of the Asian Development Bank (ADB), recognizes the distinct development challenges of small island developing states (SIDS) and fragile and conflict-affected situations (FCAS), and promotes a differentiated approach to operations in these groups of developing member countries (DMCs). In line with Strategy 2030, the proposed technical assistance (TA) will support the integration of a differentiated approach to ADB's operations in the urban sector across the Pacific region. The TA will focus on strengthening the resilience of urban areas in Pacific SIDS and FCAS by addressing the root causes of their vulnerability and fragility, including low institutional capacities for planning and managing urban development. The TA will help SIDS and FCAS adopt a longer-term horizon for planning, and support governments to prepare a more programmatic and multi-sector approach to urban infrastructure investments in 3-4 countries.

Particular attention will be given to institutional strengthening and capacity development with emphasis on learning by doing.
Project Rationale and Linkage to Country/Regional Strategy The proposed TA will support the transition of ADB operations in the Pacific region to reflect a differentiated approach in line with Strategy 2030. The TA will focus on strengthening the resilience of Pacific SIDS and FCAS by addressing the root causes of their vulnerability and fragility, including their low institutional capacities for long-term planning and effectively managing urban development process. The TA will support longer term engagement by piloting an approach of deeper sector engagement in 3 or 4 countries.

Consulting Services The TA will require 170 person-months of services by individual consultants as well as a firm, i.e., 90 person-months of international and 80 person-months of national consulting services.
