Progress Toward Outcome | Construction of new public infrastructures in MAAs of Marawi City will start in December 2019. Priority goes to school buildings with 200 classrooms, 24 barangay halls with health center and madrasa, 50-bed capacity hospital, and the Grand Padian market. The government earmarked additional PhP 3.5 billion for the reconstruction efforts from the 2020 national budget.The Project Implementation Consultant was mobilized on 24 February 2020. Two weeks after, community quarantine due to COVID-19 was imposed and activities on the ground were halted. So far, aerial photogrammetric survey for Malabang, Lanao del Sur and Marawi City (including the Most Affected Area) and the establishment of offices in Manila, Cotabato City and Iligan City were achieved. |

Status of Implementation Progress (Outputs, Activities, and Issues) | Output 1: L3768-PHI has been fully disbursed ($300 million). Besides the programs, projects, and activities under the Bangon Marawi Comprehensice Recovery and Rehabilitation Program (BMCRRP), the quick-disbursing component of ERRM supported recurrent expenditures and maintenance and other operating expenses for schools in Marawi City and Lanao del Sur, as well as the Marawi State University Output 2: The Project Implementation Consultant was mobilized on 24 February 2020. Two weeks after, community quarantine due to COVID-19 was imposed and activities on the ground were halted. So far, aerial photogrammetric survey for Malabang, Lanao del Sur and Marawi City (including the Most Affected Area) and the establishment of offices in Manila, Cotabato City and Iligan City were achieved. Output 3 (HEalth):Activities are expected to commence in Q4 2020.Sites for the health units identified with ownership confirmed. IEE revised following change in project site for Marawi. Engagement of design firm ongoing.Procurement of mobile health clinics ongoing. While the original target is 15.4 km, updated studies propose a rehabilitation of the whole network (31.1 km). Contract award for CW-02 WS (DC) and advertisement for CW-01 WS were delayed by COVID 19 impacts. Funds under the Output will be insufficient to cover replacement of the whole 31.1 km, ADB and LWUA agreed to implement the revised targets with the current available funds as far as possible (>15.4km). As of 27 July Contract award DC is pending signature with contractor. IFB for remaining network planned by 31 July 2020. Preliminary discussion with LWUA and UCCRTF took place that an extension of project closing date would be required to implement civil works and achieve target. Output 3:Water utilities and health infrastructure restored), below is the update for each subproject as of 30 September 2020: 1. CW-01 WS: Reconstruction and Rehabilitation of the Marawi City Water District Water Supply System Bidding documents have been prepared and will be finalized by the first week of October 2020. The Local Utilities Water Administration (LWUA) Bids and Award Committee (BAC) has agreed to undertake the procurement of this subproject if direct payment by ADB will be applied. Invitation for Bid will be issued once final bid documents and DED have been submitted to and cleared by ADB. 2. CW-02 WS: Pipelaying of Transmission Lines for Ongoing Road Sections in Marawi City Under this subproject, LWUA will implement pipelaying works along approximately 6 kilometers of road, where the Department of Public Works and Highways will simultaneously carry our road construction works funded by JICA. To avoid duplication of work, LWUA negotiated with the DPWH contractor (NB Salbo) via direct contracting to do the pipelaying works. The contract for this subproject was submitted to ADB on 14 August 2020, and a corresponding PCSS no. was issued. Currently, the contractor has submitted his first invoice for mobilization for ADB review, currently being cleared with Controllers Department. 3. CS-01: Water Supply, Sewerage / Septage Management and Drainage Masterplan
Final detailed engineering design and BOQ for CW-01 WS were cleared by LWUA after rounds of review/comments by ADB and LWUA. Other pertinent documents (e.g. concept designs for WS project 2&3 and concept design Sanitation Project 1) and third draft of the Masterplan is also being finalized after rounds of review by ADB and LWUA, expected October 2020. Capacity building activities for the Marawi City Water District started in February 2020 but were postponed due to COVID-19. |
