Gender inequality is a significant constraint to economic growth and poverty reduction. Realizing gender equality and the empowerment of women and girls will make a crucial contribution toward achieving the Sustainable Development Goals (SDGs). The proposed knowledge and support TA will help Mongolia realize its commitments made under SDG 5 (achieve gender equality and empower all women and girls). The proposed TA will build on previous ADB and the Government of Japan's support to ensure practical application of the policy documents on gender equality at national, sector and local levels, while further fostering sustainability.

Description
Gender inequality is a significant constraint to economic growth and poverty reduction. Realizing gender equality and the empowerment of women and girls will make a crucial contribution toward achieving the Sustainable Development Goals (SDGs). The proposed knowledge and support TA will help Mongolia realize its commitments made under SDG 5 (achieve gender equality and empower all women and girls). The proposed TA will build on previous ADB and the Government of Japan's support to ensure practical application of the policy documents on gender equality at national, sector and local levels, while further fostering sustainability.
Project Rationale and Linkage to Country/Regional Strategy
In line with ADB's Strategy 2030, ADB will (i) reinforce Mongolia's efforts to achieve gender equality through its support to enforce the gender equality legislation; and (ii) strengthen collaboration with civil society organizations throughout project implementation. The proposed TA will contribute towards one of the sustainable social development objectives set forth in Mongolia's Sustainable Development Vision2030 to ensure gender equality. The project is consistent with ADB's country partnership strategy, 20172020 for Mongolia and is included in the country operations business plan 2019-2021.

Project Outcome

Description of Outcome

CSOs' engagement in implementation of gender equality programs at national, sector, and local level strengthened

Progress Toward Outcome
Local CSOs of five aimags were trained on participatory monitoring and evaluation of the implementation of local gender sub-programs on September 2020. The actual participatory monitoring and evaluation has been done by the focus local CSOs.

Knowledge and understanding of government staff, NGOs, and private sector to operationalize gender agenda improved.

Implementation of subnational gender equality programs monitored and evaluated by local NGOs.

Gender-related knowledge products disseminated and public awareness raised.

Status of Implementation Progress (Outputs, Activities, and Issues)
The training for Selenge aimag officials was held in early September 2020. The training report with pre and post-training assessments is under preparation. The training report with pre and post-training assessments is under preparation by the gender firm. The Gender firm plans to conduct this training in Q2, 2021.The report with pre and post-event assessments is under preparation. There are some delays due to the COVID-19 outbreak and local travel restrictions. Some of the planned workshops took place in virtual format due to the pandemic. The two kinds of toolkits for participatory monitoring and evaluation of the sectoral gender policy and local gender sub-program have been prepared and published in late 2020. Overall, TA activities are on track with some delay due to COVID-19 pandemic. TA completion date has been extended until 30 April 2022.

During Project Design
The stakeholders were extensively consulted during the project design and processing. Specifically, extensive consultations were held with CSOs.
During Project Implementation

Building on training provided under output 1 and to increase the engagement of CSOs in the implementation of subnational gender programs, the project has trained 105 local NGOs of 21 aimags (4-5 NGOs per aimag) on: (i) participatory M&E of local gender equality subprogram implementation, and (ii) public communication skills to facilitate community sensitization on gender equality through a series of regional trainings in Aug-Sept 2020. A toolkit for participatory M&E of local gender subprogram implementation has been developed for NGOs. The training programs on public communication skills will build on insights and knowledge products from the 2016 JFPR TA tailored to specific community stakeholders. The project has selected 15 local gender and/or women's NGOs from five aimags to pilot participatory M&E on local gender equality subprogram implementation. The M&E results are expected to inform the local governments. Women continue to be the predominant TA beneficiaries, as Mongolian NGOs typically comprise a much higher percentage of women than men.
