Kyrgyz Republic: Preparing the School Education Reform Sector Development Program
The proposed sector development program will support sector-wide policies, while its investment project will focus on science, technology, engineering and mathematics (STEM) that are critically important for building a knowledge society. STEM will be the core for initiating interdisciplinary links and teaching approaches, project-based learning, and innovations at university and school level. These initiatives will gradually expand to involve other non-STEM disciplines as well.

Project Rationale and Linkage to Country/Regional Strategy | The Kyrgyz government has undertaken several efforts to improve education quality particularly in pre-school and school, which accommodate about two thirds of all students, teachers, and sector budget. Improvements in access to pre-school education, school curricula and textbooks, and teacher remuneration led to steady albeit slow progress in improving learning outcomes of pupils. Thus, in 2017 the national learning attainment test results suggested the significant decrease in the share of non-performers in math from 84.3% to 64.9% in 2007. Reading comprehension has also improved: only 51.5% non-performers in 2017 against 73.5% in 2007, as well as science 76.6% against 81.8% in 2017. The Ministry of Education and Science (MOES) is committed to participate in the next round of PISA in 2024. For further improvement of learning outcomes in schools, the Kyrgyz government needs to deepen reforms in key areas addressing problems at a systemic level. | ||||

Consulting Services | ADB will engage the consultants following the ADB Procurement Policy (2017, as amended from time to time) and its associated staff instructions. The TRTA will require (i) 37 person-months of consultant inputs through a firm 17 person-months for international and 20 person-months for national, (ii) 15 person-months of national consultant inputs through an engineering/design firm, (iii) 9 person-months of consultant inputs through a architecture/design firm, 3 person-months for international and 6 person-months for national, and (iv) an individual international consultant (3 person-months). Fixed budget selection method will be followed for recruiting firms. A simplified technical proposal will be required. |
